00:00 We will spare no effort to achieve full household electrification by the end of my term.

00:25 The 100% total household electrification was promised by the previous administration to have been achieved as early as 2020.
00:35 In short, this was not accomplished by the previous administration.
00:40 Every NEA promises that, and of course it's good to promise, but we have to back you up.
00:47 According to Energy Secretary Rafael Otilia, the electrification rate in 2015 already exceeded 98%.
00:55 But it dropped to 96% in 2020 due to the increase in the population.
01:01 Based on the latest data, 1.8 million households still do not have electricity.
01:08 The number of households is increasing.
01:10 So you cannot keep up. We cannot cope with this.
01:13 The National Electrification Administration has a plan to achieve the target.
01:19 But the funding needed is almost P70 billion in the next five years, or P14 billion per year.
01:27 If our plan will work out right, we can achieve 100% by 2027.
01:35 The problem is that for 2024, the DOE and NEA only asked for P6 billion for electrification,
01:43 and the budget department has already paid for it.
01:45 If this plan will not be returned, only P500 billion instead of P2,000 will be provided.
01:51 Senators said that the agency should fight for additional funding.

02:05 We are hard-tired people from NIA because others can afford it.
02:11 Senate Energy Committee Chairman Rafi Tulfo is urging the NEA to transfer the fund of the agencies.
02:21 But Finance Subcommittee Chairman Wynne Gatchalian asked,
02:25 can NEA achieve the billion-peso project?
02:30 During the time of President Aquino, when the Malampayang plans were appropriated for the rural electrification,
02:37 NEA was able to accomplish from 2011 to 2016 34,000 sites.
02:48 The Senate Committee level has already approved the P2.6 billion fund of the DOE for the next year.
02:57 But there is still hope that it will be added to the plenary.
