00:21 Atty., please explain to our countrymen the memorandum order we issued to the telecommunications companies
00:29 regarding the new guidelines on SIM registration in our country.
00:32 Yes, Usec. This was issued by the NTC on September 18, 2023.
00:41 These are the new guidelines or updated guidelines on the conduct of processes
00:46 to verify the submitted data and information by the subscribers pursuant to the SIM Registration Act.
00:53 These guidelines tell the telecom companies what they should do
00:59 or what technologies they should add to their SIM registration process
01:05 to strengthen and reduce the incidents of those submitting Peking registration or Peking identification.
01:14 These also include the parameters we gave to the telecom companies on how to verify
01:23 their existing databases or those who are already registering for SIM.
01:28 Aside from that, we also put in here a user-friendly reporting mechanism
01:35 so that our countrymen who receive spam or scam texts can report better to the telecom companies and to us here at the NTC.
01:48 Sir, until when is the deadline for the telecommunications companies to implement these new guidelines?
01:58 Ma'am Nina, this new MO is effective immediately but we understand that the telecom companies will need some time
02:07 to incorporate in their systems these technologies.
02:10 So we've given them a period of three months from the effectivity.
02:14 So the deadline is around December 18.
02:17 So they should already have the technology by then.
02:20 Okay. How about those who are already registered?
02:23 What is the NTC's response to these?
02:26 Do you have an order for the telecom companies?
02:28 We don't allow selfie photos anymore.
02:31 We need live selfies, meaning at the moment of registration, we need to take a selfie.
02:38 Insofar as the question on existing databases, it's already in our guidelines
02:43 what telecom companies can look at or should prioritize to verify if the data and information are accurate.
02:55 If they can verify that this is wrong or fake, they can bar or deactivate this.

03:14 they can give a notice to these telecom companies
03:18 and they have 15 days from receipt of that notice to correct the registration information or data that is wrong or incomplete.

03:42 to ensure the quality of our process?
03:46 Yes, Usec. In the guidelines, we also required the telecom companies to make a monthly submission of the report of the corrective measures,

03:59 And from those submissions, we will check or monitor if they comply or if the technologies they adopted are correct or incorrect.

05:02 And our expectation by the end of the deadline is to reduce the fraudulent or fake registrations.
05:10 Insofar as the receipt of the tech scams, if there are people who are really strong inside, even if their SIM is registered,
05:21 they might still send spam text or scam message,
05:25 our countrymen can report it to us because we cannot prevent the sending of spam text or scam message.
05:35 What we need is to report it so that we can take action and punish those who send such messages.
05:43 Depcom Sir, what can we say about the security of digital SIM cards, our eSIMs?
05:50 How will we monitor it and is it included in the required to have a live selfie upon registration?

06:02 When we were just crafting the implementing rules and regulations of the SIM registration app,
06:09 we made sure that the eSIMs or what we call embedded SIMs are included.
06:15 It is covered. So when registering using eSIMs, before the eSIMs are activated, you need to register them first.
06:25 So the same type of technology that will be adopted for physical SIM cards,
06:30 the same type of technology for verification will be adopted by Telcos for eSIMs.
06:36 Attorney, for those who are still receiving harassment and scamming on their cellphones, where can they report to?
06:45 Not just to scammers, is there a website or number that you can share with us?
06:50 Yes, like we mentioned, our countrymen who are receiving it,
06:56 they can report directly to their Telcos, to their provider.
07:02 But they can also report to us here at NTC.
07:06 We have several ways of reporting.

07:24 There is a complaint section there, you can click and you will see there to report a text scam or spam complaints.

07:39 You just need to submit the verification requirements like the screenshot of the spam text and message that you received,
07:48 and your ID so that we can verify that the report is correct.
