House committee hears proposal to revise K-12 curriculum

00:00 Sir, what can you say about the figures that were recently sent by DOLE? Are you worried? What are your sentiments?
00:07 Definitely, but again, let's move forward. Let's fix the challenges before the education community.
00:14 We saw that everyone wants to help, everyone really wants quality of education, but we saw the main problem.
00:23 The main problem is coordination between and amongst the different agencies.
00:28 We really need to talk to them and help them to ensure quality of education.
00:33 For example, the textbook. The textbook alone.
00:36 The industry is saying that the hours spent on apprenticeship and teaching are not enough.
00:45 The only way is to talk to them internally so we can fix it.
00:50 We are trying to achieve quality of education so that our students can get a good job.
00:58 K-12 promised job ready, college ready.
01:01 So let's fix it. Let's make sure that they don't get jobs that are not really for the family.
01:10 That's what we are looking for here. To ensure that they get quality jobs.
01:14 Sir, what do you see? Is it increased hours? Is it 9-10 ratio?
01:18 What's happening now is that for grades 11 and 12, they provide about 31 subjects.
01:25 Of those 31 subjects, 22 are academic.
01:28 Because the job of the DepEd is their responsibility to be college ready.
01:33 So the 9 subjects that are left, it's equivalent to about 80 hours per semester.
01:39 But they told us that 80 hours per semester is not enough.
01:43 For me, if that's the problem, shouldn't we upgrade the TESDA?
01:49 That's why we asked for the TESDA itself.
01:53 How many TESDA trainers are there for NC1, NC2, NC3, NC4, NC5?
01:59 If they are coordinated with other industries, so that we can upgrade the skills level that our TESDA is teaching.
02:08 If we do that, and TESDA will be in charge of them, if they are tech-booked,
02:13 what we are looking for, like the term that was used earlier, is multiple educational pathways.
02:18 After they finish whatever education path they choose,
02:23 there are many more that will open for them, either education or quality work.
02:29 Of course, we heard in the hearing earlier that the jobs available for the current graduates for K-12 are mostly clerical, and rack and file.
02:41 In our proposed bill, are we hoping that we can at least upgrade the jobs that were mentioned in the DOLE earlier?
02:50 In fact, that's why we insist that NEDA or DTI should be proactive.
02:57 They should be proactive, because they can really say what the industries are facing,
03:03 or they can give incentives for the industries to develop,
03:07 so that they can match what programs we offer them.
03:11 When they graduate, they will get quality jobs.
03:15 You also heard about the jobs available for our graduates.
03:19 All of those jobs are valuable, but in the time that they give for their studies,
03:27 we should also upgrade the quality of jobs that are provided to our learners.
03:32 Will you also include in your proposed bill the alignment of the curriculum for the jobs available,
03:38 and for future jobs that will be available to us?
03:42 Definitely, that's why we really want NEDA and DTI to be a part of this.
03:47 Because they should be the ones to tell our educational institutions or agencies,
03:52 whether that's DepEd or TESDA, what the short-term, medium-term, long-term,
03:58 what are the industries that they will give incentives and advantages for to enter and develop in the Philippines.
04:06 And we will give them the time to decide what programs they should offer.
04:11 You heard earlier what we are offering, right?
04:14 More or less, it's the same thing.
04:16 The programs that we offer for tech-books, we should also upgrade.
04:21 Because in other countries, there is a pathway, in fact, to become engineers.
04:25 Their tech-book students.
04:28 And I think we owe it to our learners that there is a pathway like that.
