00:00 Good afternoon, this is what our latest tropical cyclone bulletin contains.
00:04 The threat of typhoons in several parts of our country,
00:07 including Super Typhoon Egey,
00:09 and the high-level gale warnings in many parts of Luzon and Visayas.
00:14 Here in the latest satellite imagery animation,
00:17 we can still see the eyes of Super Typhoon Egey
00:21 near the northeastern part of Luzon.
00:24 And just yesterday, it was only 190 km away from the coast of Aparicagayan.
00:31 So, Super Typhoon Egey's gale was strong,
00:34 reaching 185 km/h near its center,
00:38 and the gale's wind speed was up to 230 km/h.
00:43 It was moving in the direction of northwest at a speed of 20 km/h.
00:47 So, this typhoon Egey is really dangerous here in the northern Luzon area.
00:53 We can see the widespread clouds here,
00:55 and the possible places where it could rain and wind.
00:59 Especially when the eye wall is near.
01:02 These are the places where there is a lot of rain and the strongest wind possible
01:07 here in the northern part of Luzon.
01:09 Meanwhile, here in the southern Luzon, Visayas, and the northern part of Mindanao,
01:14 we can see the clouds due to the change in the southwest monsoon.
01:20 So, we will minimize the rain that this typhoon Egey brought,
01:24 and the wind speed, so that our countrymen can prepare better,
01:27 especially for the people affected by this typhoon.
01:30 So, in our forecast track that was released yesterday,
01:34 we can see that the analysis or the location of yesterday's typhoon,
01:39 the center of the area, is still in the ocean, in the northern part of Luzon.
01:44 So, you might ask, what is the red circle, and what is the yellow circle?
01:48 This yellow circle, which is outside of the red circle,
01:52 is the place where the strongest wind can be experienced,
01:55 from signal number 1 to number 2.
01:58 Now, this area inside the red circle,
02:02 is the place where the strongest wind can be experienced,
02:04 from signal number 3 up.
02:06 So, if we notice, you might ask, why is there a warning signal in Metro Manila,
02:11 which is what we are experiencing now, the wind blowing,
02:14 we can see the yellow outer circle,
02:18 not only in Metro Manila, but also in some parts of Southern Luzon,
02:22 Central Luzon, and some parts of Northern Luzon,
02:25 this area is being affected.
02:27 So, tomorrow afternoon, our super typhoon is a possible weakening,
02:33 but it is still strong, it is still a typhoon category,
02:35 and it is already in coastal waters of Calayan, Cagayan.
02:39 So, from this afternoon until tomorrow afternoon,
02:43 it is critical for our fellowmen in the northern part of Luzon,
02:46 because the eye is being affected,
02:49 and it is critical for the remaining parts of Northern Luzon,
02:53 and Central Luzon, all the places that have a warning signal,
02:56 that are far from the center of the typhoon Siegay.
02:59 Meanwhile, on the coming Thursday afternoon,
03:02 this area of responsibility is already out,
03:06 325 kilometers west-northwest of Itbayat, Batanes.
03:10 So, if we look at it, from tomorrow afternoon until Thursday afternoon,
03:16 it is possible that on Wednesday night until early Thursday afternoon,
03:21 this area will be out of the northwestern boundary of our responsibility.
03:26 Meanwhile, on the coming Friday, we can see that this area is really far from our PAR,
03:32 and it is possible that this area is already in the 700 kilometers northwest of Itbayat, Batanes,
03:38 or in the vicinity of Guangdong, China.
03:41 And on the coming Saturday, we can see that the typhoon Siegay is already entering the inland portion of the southern part of China.
03:50 And we can see that the intensity, we will repeat,
03:54 for now, this is in the super typhoon category,
03:56 then it is possible that it will become a typhoon category in the next 24 hours, 48,
04:03 until when it lands in the southeastern part of China,
04:08 it will continue to weaken until it becomes a storm and depression.
04:11 So, what are we seeing? Let's repeat, area of probability.
04:15 Earlier, we mentioned that the center can go beyond the northern tip of Luzon.
04:20 But let's notice the area of probability.
04:24 If our typhoon moves to the south, it may go to the northeastern part of Aguayan.
04:30 So, not only the islands here in Batanes and Babuyan Island should be prepared for possible landfall,
04:36 but the northern part of Aguayan, the Apare area, the northern coast of Ilocos Norte should be prepared for possible landfall.
04:45 But all the areas that we will mention that have a warning signal should be prepared.
04:51 Whether you are near the center or far from the center.
04:54 So, these are the areas that have warning signals.
04:57 Because this is a super typhoon, we have a warning signal number 5.
05:01 We are expecting more than 185 km/h of strong wind.
05:06 It will be totally destructive.
05:08 It will destroy many types of structures.
05:11 It will affect power lines.
05:13 Power poles can fall.
05:15 Structures and houses can be destroyed.
05:18 Especially the old materials, wood, and tiles.
05:24 So, that's it. Very destructive.
05:26 Signal number 5 is here in the eastern part of Babuyan Island.
05:30 That's what we see highlighted by violet.
05:33 Meanwhile, signal number 4 is here in the areas highlighted by red.
05:37 The northern part of Aguayan and the rest of Babuyan Island.
05:40 Why is this at the bottom of the zone?
05:43 Signal number 5 and 4, we mentioned earlier.
05:46 Because that's where we expect the closest approach of the typhoon, the center, of Matani, Egay, in the next 24 hours.
05:54 We also mentioned earlier that the stronger the wind, the more rain, the concentration, the closer to the eye of the typhoon.
06:01 Meanwhile, warning signal number 3 is in the areas highlighted by orange.
06:06 This is the northeastern portion of Isabela, the rest of Aguayan, Apayau, Ilocos Norte, the northern portion of Calinga, Batanes, and the northern portion of Abra.
06:18 We also have a warning signal number 2 in the areas highlighted by yellow.
06:22 Those are the areas of Isabela, northern and central portion of Aurora, the rest of Quirino, the rest of Calinga, and the northeastern portion of Nueva Vizcaya.
06:33 Meanwhile, warning signal number 2 is still high in Ilocos Sur, the rest of Abra, the mountain province, Ipugao, the northern portion of Benguet, and the northern portion of La Union.
06:45 And warning signal number 1 in the areas highlighted by blue or light blue are the provinces of Quezon, including Pulilo Island, the rest of Aurora, the rest of Nueva Vizcaya, the rest of Benguet, the rest of La Union, Nueva Ecija, Pangasinan, Tarlac, Zambales, Bulacan, and Pampanga.
07:08 Warning signal number 1 in the areas highlighted by yellow are the provinces of Batan, Cavite, Metro Manila, Rizal, Laguna, Batangas, Camarines Norte and Camarines Sur, Catanduanes, and Marinduque.
07:21 So we can see the highlighted portions of northern Luzon, the whole central zone, and parts of the southern Luzon area.
07:28 So what are we expecting? Let's start with the rain.
07:32 We can see that due to approaching super typhoon Egay, we are expecting more than 200 mm of rain.
07:41 Here in the northern portion of mainland Cagayan, along with Babuyan Island, Batanes, Ilocos Norte and Ilocos Sur, and also in Abra and Apayau.
07:52 That is from this afternoon until tomorrow afternoon.
07:55 We are expecting around 100-200 mm of rain in Benguet, northern portion of La Union, western portion of Calinga, along with 50-100 mm of rain in Bella, northern portion of Zambales, remaining part of Ilocos region, and remaining part of Cordillera Administrative Region.
08:12 Meanwhile, from tomorrow afternoon until the following Thursday afternoon, we are expecting rain, greater than 200 mm so far, but we still have areas that are possible to experience 100-200 mm of rain.
08:27 So far, we are expecting rain, greater than 200 mm so far, but we still have areas that are possible to experience 100-200 mm of rain.
08:47 To visualize the possible concentration of rain, here is an example of numerical weather prediction model that we are using in forecasters.
08:58 The forecast shows rain in the next day.
09:01 So from this afternoon until tomorrow afternoon, we will observe the concentration of rain in the northern zone area.
09:09 We will also observe the concentration of rain in the western section of the central and southern zone.
09:14 The northern portion is directly associated with supertyphoon Egay.
09:20 We also mentioned that the forecast is expected to be rain in the northern portion of the central and southern zone.
09:27 Meanwhile, from tomorrow afternoon until the following Thursday afternoon, we will observe the concentration of rain in the western section of the central and southern zone.
09:35 We can see in the forecast track that the rain is almost far away. On Thursday, if I'm not mistaken, it was outside of the PAR area.
09:42 But there is still a portion of rain that could affect the storm.
09:46 Meanwhile, from Thursday afternoon until Friday afternoon, we will observe that the rain is minimal in the northern zone, but we still have rain in the western section of the central and southern zone.
09:57 Because as we mentioned earlier, the storm is also causing a lot of rain.
10:03 The forecast track that we are hoping to use in the next 3 to 4 days is very favorable to maintain the effect of the storm in the northern portion of the country.
10:13 That is why the Tropical Cyclone Bulletin and the Weather Advisory Board of the Philippine Coastal Region issued a forecast at 11 am.
10:22 We mentioned the rain that the storm brought earlier, the tabulated areas.
10:29 This is the area that could be affected by the storm in the next 3 days.
10:35 This is the western portion of the central zone, southern zone, and some parts of the Visayas.
10:40 Earlier, we saw this in the representation of the forecast rain.
10:44 Because of this, we will again remind you that the rain that the storm brought, plus the possible rain in the next 2 to 3 days, due to the change in the forecast, can still cause flooding.
10:58 Especially in low-lying areas.
11:00 And if it is near rivers or communities, the rain water can flow and flood the areas near the rivers.
11:11 The land is also flooded in areas near the mountains.
11:14 Especially if you have been noticing for a few days that the local government and local disaster reduction managing officers are flooding your area.
11:22 We should all be aware that we have been giving out rain forecasts for a few days.
11:27 Hopefully, those days that we started giving out forecasts, your cooperation and coordination with your local government and local disaster reduction managers has already started.
11:37 Because we also have hazard maps that we have distributed to them.
11:41 They can use those as reference in terms of where they can flood, where the rivers can overflow, and where the landslides can occur.
11:51 In terms of the wind, earlier we mentioned the rain.
11:57 In terms of the wind, the combined effect of the super typhoon in Egay, plus the change in the forecast, can cause a lot of wind.
12:06 Here, today, in the whole of Luzon, Visayas, even here in Buanga, Basilan, Sulu, Tawi-Tawi, in the northern portion of Northern Mindanao and the northern portion of Carraga.
12:18 If we can notice, here in the northern part of Mindanao, the wind can usually pass through the western side.
12:25 Because of the southwest monsoon, the areas near the canlurang bagi are the first to be affected.
12:32 But because of our scenario, it will really escalate.
12:35 The next day, tomorrow, the whole of Luzon and Visayas can still experience the wind storms caused by the Egay typhoon and the change in the forecast.
12:43 In the coming Thursday, Luzon and Western Visayas, possibly because of Luzon, the remnants of the Egay typhoon, and in Western Visayas, the forecast.
12:54 So, usually, you can experience the wind storms caused by the Egay typhoon in the western section of Luzon.
13:01 The rest of Luzon and Western Visayas, in the coming Thursday, will have a lower cost.
13:06 Now, we mentioned that from today until tomorrow, it's critical because this is the time when the wind can pass through the northern part of Luzon.
13:17 Earlier, the probability of the wind hitting the northeastern part of Cagayan, so we prepared Cagayan.
13:24 So, we will stay in the forecast track of the center.
13:28 This is what we will base on. If the wind passes through the northern part of Luzon, the storm surge or the storm surge is still there.
13:36 The coastal areas can experience high winds.
13:39 These are the provinces of Batanes, Cagayan, Babuyan Island, Isabela, and Ilocos Norte.
13:47 So, our coastal communities should be prepared. As much as possible, stay in a higher area or listen to all the orders or instructions of your local government and DRO officials in terms of preparedness for possible storm surges.
14:05 The storm surge is the increase of the waves in coastal areas due to the upcoming typhoon.
14:11 So, if the storm surge continues and we are still very close, there is still a possible storm surge.
14:17 Not only the storm surge, but also the preparedness.
14:27 Due to the typhoon and the storm, we can notice that our gale warning is almost all the way to Luzon and Visayas.
14:34 If we have a gale warning, we can expect that the coastal areas with red highlights will be very high.
14:43 As much as possible, do not drive here because it is dangerous.
14:47 There are high waves and the weather is very bad, especially in the coastal areas around northern and central Luzon.
14:55 Our gale warning is issued twice a day. We issued it earlier at 5 am and now at 5 pm.
15:04 Rest assured that all our forecast products, tropical cyclone bulletin about super typhoon Egay, weather advisory about Dehabagat, and our gale warning will be sent to our partner agencies, government and private, for disaster preparedness and mitigation measures.
15:24 All our products are available on our official website, bagong.pagasa.dost.gov.ph.
15:31 Our next update on super typhoon Egay will be released later at 8 pm.
15:36 We will update every 3 hours, especially if the super typhoon Egay is passing through our country.
15:47 That is the latest from the Pagasa Weather Forecasting Center. Have a nice day!
