00:18 on the implementation of humanitarian aid in Syria.
00:20 These 15 members will have until July 10
00:23 to renew the UN mandate authorizing humanitarian operation
00:27 to send food, fuel and other supplies
00:31 to the north of Syria in the regions that are out of Syria's control.
00:37 This trans-frontal aid mechanism began in 2014.
00:41 It originally planned four frontal passages,
00:44 two in Turkey, one in Jordan and another in Iraq,
00:48 through which international aid could be sent
00:52 without the permission of Damascus.
00:54 The Syrian regime and its main ally, Russia,
00:57 consider today that this humanitarian mission
00:59 is a violation of Syrian national sovereignty.
01:02 The UN member states, in charge of writing the new resolution for July 10,
01:07 have circulated a proposal calling for a 12-month extension of this mechanism.
01:13 The UN says it is the minimum time to ensure
01:16 that the humanitarian needs of the populations are met.
01:19 Last year, in July, at the same time,
01:21 Russia had opposed its veto on a 12-month renewal proposal.
01:26 The Council had agreed on a compromise of six months.
01:31 For this year, the United States has called for a renewal
01:35 of the humanitarian aid passage, still through the Bab el-Awar passage,
01:39 and for 12 months, Russia has not yet said how it will vote,
01:43 but its US Deputy Ambassador thinks
01:46 that there is no urgent need for such an extension.
01:49 This vote comes at a time when Syria's needs are increasing,
01:54 especially for the 4.5 million people
01:57 living in the last pocket of Syrian rebel resistance,
02:01 that is, the Idlib region, where many, many camps of misfortune
02:05 were still built under the shock of the two earthquakes
02:10 that hit the region, the Syro-Turkish axis,
