Venezuela is dealing with a serious threat posed by paramilitary groups that not only are disposed to using violence, as was evidenced by the attack on Venezuelan soldiers on Aug. 19, but are involved in complex operations — such as smuggling, extortion, and drug trafficking — that are causing harm to the country and its people.
