ISIS came out of the Arab Spring encouraged by Obama's speech in Egypt. I imagine (per Rand Paul) ISIS was armed when weapons was shipped from Libya to Turkey getting Ambassador Christopher Stevens killed. By then US troops were already gone so there was nothing to stop them from taking over huge parts of Iraq from Syrian Refugee camps in Turkey..
