HUD Secretary Andrew Cuomo along with Janet Reno in the justice department forced banks to make bad loans as a practice until the industry began a systemic collapse requireing a bailout.
Any attempt by the Bush admiistration to correct this situation was blocked by the Democrats in congress and administration officials such a Alberto Gonazalez was pretty much hounded out of office by leftist groups such as ACORN lead by community organizers like Barack Obama.
