Wearing something sexy is ALWAYS appropriate, no matter what the theme. You will never hear someone say
"I'm really sorry you wore that awesome corset, g-string, and garters to pirate night" except maybe if the husband is wearing them. Even then it's not unheard of. (Seriously, I have pictures)
Oh, and if you see someone who made an effort to look sexy in the evening, let them know you appreciate how they look.
