REPORT - Ahead of the quake, there were almost 400,000 orphans in Haiti. There are fears the figure could have doubled in the past week. The situation is heart-breaking, many governments and aid agencies are trying to work out the best course of action. One proposal is to relax the strict rules that regulate adoption so that families abroad could take care of the orphans. But charities are flagging up another concern: relaxing the rules, and rushed adoption could increase child-trafficking
