00:08Hello and welcome to this special edition of The Ring, Euronews' weekly debate show, broadcasting live from the Euronews Enlargement
00:17Summit from Autoworld in Brussels.
00:20I'm Stefan Grober.
00:21Now, here on The Ring, politicians go face-to-face on some of the biggest issues facing the continent, and
00:28on this episode, we're honing in on really the future of Europe.
00:34With Ukraine's accession ambitions and the Western Balkans' long wait for membership, EU enlargement is once again at the center
00:43of Europe's political debate.
00:45While some see expansion as a strategic necessity to strengthen European security and democracy, others warn that rushing the process
00:55risks undermining peace, democratic standards, and the EU's own cohesion.
01:01So, after years of promises and delays, can the EU move forward credibly, and should geopolitical interests come before strict
01:13membership rules?
01:15So, a lot to unpack here for our contenders in The Ring today.
01:20And here they are.
01:22Pascale Torridico, Italian member of the European Parliament with the left group, and Rio Terras, also member of the European
01:28Parliament with the European People's Party from Estonia.
01:32Please, welcome to The Ring, gentlemen.
01:37Pascale.
01:42So, let's start with Serbia.
01:45Where the parliamentary elections, just a few days ago, brought to power a student movement
01:50that is not necessarily more pro-European than the government of Aleksandr Vucic.
01:56Do you still see Serbia on track to become an EU member state in the foreseeable future?
02:02Rio, I'm going to start with you.
02:03Well, I'm not predicting anything what the student movement is or is not,
02:07because they were not willing to declare their political views before they were winning,
02:15and they won with an avalanche.
02:18So, I think it is important that the Serbian people have decided that the regime of Vucic was not democratic
02:27enough.
02:27And now, it is in the hands of these people who have been elected to the parliament to decide which
02:33track Serbia needs to take.
02:36And I am convinced that the track is European track, because Serbian people are very much willing.
02:42Pascale, how do you see it?
02:44It's right.
02:45We don't know much about their...
02:47Yeah, we don't know much, but I would be quite...
02:49I mean, I'm quite happy about the fact that young students all over Europe today are demonstrating and fighting for
02:56their right.
02:56They want to take the future.
02:57And in fact, we see as well in Serbia, it's happening directly through democratic process, the elections.
03:03So, this is something that needs to be respected and seen positive in particular,
03:07because as we know, the government of Vucic was quite corrupted.
03:12There were accusations of that.
03:14Europe was complaining as well against the government.
03:19Does Serbia, at the end of the day, needs to make a choice between its friendship to Russia and the
03:26European Union?
03:28We're getting mixed signals here, right?
03:31Nowadays, there is only black and white.
03:35If you are not with the European Union, Russia will grab you.
03:40And we have seen that Ukraine announcing their willingness to have an association agreement with the European Union caused the
03:49war,
03:49and Russia attacked Ukraine.
03:51So, in my opinion, there is no free space in defense, no free space in economy.
03:57And Europe needs to use the opportunity right now.
04:00Would you agree?
04:01Well, I'm quite skeptical to the idea of seeing the world in general, black and white,
04:08the world, the country that needs to make a choice to be there and there.
04:12Member states have their own history and tradition.
04:16So, they may be linked with some countries.
04:20I don't make this as a necessary condition.
04:22You have to disconnect all your legacy.
04:28You know, we need to understand better the tradition and the root of the people.
04:31I see today that there is an issue with Russia, and I see the war of aggression.
04:35But once we, we cannot change geography.
04:41Geography is there for us to be ruled, to be governed.
04:46And countries, they have ties.
04:47If we see the world as block contrapposted, block which are one against another,
04:55we don't see the room for politics, in fact.
04:58Politics needs, in general, to create links.
05:02Europe is funding and supporting Ukraine.
05:06Isn't it fair to say to Serbia, you need to cut off your relations with Russia?
05:11Otherwise, there's no European...
05:12I don't think it is any need to say to the countries anything.
05:16That's the more democratic governments who make decisions.
05:18And Ukraine has made...
05:20Ukrainian people have elected the president and the government
05:23which wants Ukraine to join European Union.
05:27And Russia attacked Ukraine because of that.
05:30did not want that Ukraine becomes a part of European family of democratic nations.
05:37And the same decision lies on the Serbia side.
05:40If they want to join European Union, they must.
05:42We must do everything possible to help them to get to the level
05:46that they will be accepted by other European Union nations.
05:49But we should not tell the people what to do or what not to do.
05:53So, in more general terms, the EU already struggles sometimes
05:58with the decision-making among 27 member states.
06:02Now, there are 30, 35 member states in the future.
06:07That would lead many people to say,
06:09it's enough.
06:10This becomes unmanageable.
06:12What do you tell these people?
06:13Why that?
06:14Well, as Europe had only seven members,
06:18they thought that's impossible to take decisions in 15.
06:21It's impossible to take decisions in 20.
06:23As we were joining, it was said,
06:25well, taking them, the decisions will not be possible.
06:28It is always possible.
06:30The European Union has shown that it finds the finances
06:34and it finds the solutions for administrative solutions to enlarge
06:39just because it has been the most successful economic project
06:43of the history of mankind.
06:45And we need to go on with it because if we don't,
06:48then we will lose this battle.
06:50We should step forward.
06:51Pasquale.
06:52Well, you know, Stefan,
06:54which country has been historically in Europe
06:56in favor of the enlargement?
06:59Guess one.
07:00UK.
07:01UK has been historically in favor of all the enlargement possible.
07:05You know why?
07:06Because actually Europe,
07:09UK wants to weakening the process of integration
07:13through enlargement.
07:15And I would say, in a way,
07:17this objective was reached.
07:19This was one of the biggest objectives of Margaret Thatcher,
07:22who was not really a Europeanist
07:24in the sense of a federalist European.
07:26Actually, I see the enlargement as a process
07:29which could happen only if you manage to deepen the integration.
07:36If we do enlargement just because of military purpose, for instance,
07:40or just because we do have just one specific objective,
07:44forgetting the common market,
07:48forgetting the social dimension,
07:49forgetting the peace on which Europe is founded,
07:52then I think that we do a mistake.
07:55Enlargement is a process which needs, first of all, reform,
07:58which needs increasing the budget.
07:59Look at the budget.
08:00We are fighting it in Europe for 1% budget.
08:04For what?
08:05How can we define that Europe
08:07if we don't have a budget to spend?
08:09With more member states, actually,
08:11this would be even more dangerous
08:14to create a common budget
08:15because most of them are against,
08:17would be against,
08:18against the social dimension,
08:20against the spending,
08:21against the common budget,
08:22against many common objectives
08:24that we, in 1957,
08:29we thought that these were very important to respect.
08:32A lot of points here.
08:34I want to go back to Rio.
08:35Are you agreeing with it?
08:36No, absolutely.
08:37I don't agree at all.
08:38I mean, we should see enlargement as an opportunity.
08:43And I'll take Ukraine because it is the biggest one.
08:46The small ones, it was talked on the scene today,
08:49the small ones, they are, say,
08:52easier, digestible for European Union.
08:54But Ukraine, with its 40 million people,
08:57is, of course, a challenge.
08:59The same thing which was said about Poland.
09:01And today, Poland is the most,
09:03one of the most successful economies,
09:06even through the recession times,
09:08Poland was very solid on its economy.
09:11And it's now one of the pillars of European Union.
09:15Ukraine has educated very clever people.
09:18Ukraine has the biggest national resources of Europe.
09:21I'm not talking about agriculture,
09:23but even the natural resources are the biggest in Europe.
09:27It should be seen as an opportunity,
09:29as an opportunity to get stronger with a bigger market,
09:34with economical wealth
09:36against all the other nations who are competing with us.
09:40I mean, the United States is much bigger.
09:43Somehow they managed to deal with themselves.
09:46And they also have bigger problems.
09:49Of course they have.
09:50Everybody has.
09:50Do you agree with this?
09:51Do you agree with this assessment?
09:53Well, since you made the comparison with the United States,
09:56we are bigger, 27 today,
09:58and we did not even manage to have a common policy
10:01against the tariff of Trump.
10:03Because we disagree with the approach
10:05that we need to maintain against Trump.
10:07If we are 35,
10:09do you think that it would be easy to find a trade policy,
10:12a common answer to Trump?
10:14Well, this is what I mean when enlargement done
10:17without a process could even weaken Europe.
10:19I am not prejudicially against enlargement.
10:22Actually, I am in favor of the enlargement.
10:24I think that enlargement before that
10:27needs to create common policy,
10:31reform in the institutional setting,
10:33and as well a reflection of what Europe is about.
10:38Europe is about a market.
10:40Well, we do not need a European Union
10:42if Europe is about a market.
10:43We just have a trade union then.
10:46Europe is about a social dimension,
10:48an economic dimension,
10:49a common idea of where we want to be
10:52in 20, in 50, in 100 years from now.
10:56Okay, let me stop you right there.
10:58As we are just getting warmed up here,
11:00it is now time for gloves off.
11:07Now, we want the viewers to get a real flavor
11:09of the European Parliament
11:10where members ask each other questions
11:14and respond to each other directly.
11:17That means we want our contenders today
11:19to challenge each other directly,
11:21just as you do in the hemicycle
11:23in Strasbourg and Brussels.
11:25So, let's get started,
11:26and I'm going to start with you, Rio.
11:28What's your question to Pasquale?
11:30I have heard your arguing
11:32about that the European defense policy
11:36is dominated by Estonia.
11:39Do you really think
11:40that one million people
11:41can dominate anything, first?
11:43But secondly,
11:44do you think that we should neglect
11:46the possibility of trying
11:48to dominate defense
11:50after Russia has attacked Estonia
11:52in the last thousand years 42 times,
11:55which makes it every 25 years,
11:56and we are right now
11:57on the 35th year of our independence.
11:59So, do you really think
12:01that Estonia should shut up
12:03as a small country
12:03and not talk about defense
12:05the way you posted it?
12:08No, I don't think.
12:09Probably you refer to something else
12:11that I said,
12:12and I would confirm that.
12:13The three most important commissioners
12:15today in Europe
12:17they are Dombrowski,
12:18Economy,
12:19Kubilius,
12:20Defense,
12:21and Callas,
12:23Foreign Affair.
12:25Estonia, Lithuania,
12:26and Latvia.
12:27So,
12:28this basically underlines
12:30a kind of
12:31strong interest
12:33only for that part of Europe.
12:36I understand the current period,
12:38the current moment
12:39in which we live,
12:40but if we don't bring Europe together,
12:42then Europe will weaken itself.
12:44So, I'm not against Estonia.
12:45I love Estonia.
12:46I've been teaching in Tallinn for a while.
12:48I've been quite international
12:50in Europe,
12:50traveling and teaching
12:52which is my profession
12:54in many Eastern Europeans.
12:56Actually,
12:56my PhD was about
12:58enlargement
12:59of Eastern Europe.
13:01And I focus
13:02exactly on the case of Poland.
13:04You know why Poland
13:04is a successful case
13:05that you manage?
13:06Because it managed
13:08to create
13:08the right institutions
13:09before,
13:10since 1993.
13:12Before,
13:12with a sort of
13:14therapy,
13:15reforming the state,
13:17building the nation
13:18within.
13:19And then,
13:19expanding policy
13:21embracing Europe,
13:22the conditionality
13:23of Copenhagen in primus.
13:24And this was a successful case
13:25because of that.
13:26I'm not against Poland,
13:27I'm in favor.
13:28I want you to ask a question
13:30to Rio also.
13:32Don't forget.
13:33Do you think
13:33that Europe actually
13:34needs to increase
13:35the budget
13:36to face
13:37the challenge
13:38that we are facing
13:40starting from
13:41social dimension,
13:42the protest of today
13:44in most of European countries
13:45which actually underlines
13:47suffering,
13:49declines of the automotive,
13:51declines of industry?
13:52Do you think
13:52that the market alone
13:54can save us
13:55along with the military
13:56probably conversion
13:58of the industry?
13:59Or do you think
13:59that actually we need
14:00to increase the budget
14:01and having unanimity
14:03as well
14:03in deep process
14:04of decision?
14:05I think European Union
14:06needs to have the budget
14:08for its common projects
14:09but I think
14:10the problems lie
14:11in the nations
14:13who are not following
14:14the mastery criteria
14:15and the nations
14:16should get
14:17their own finances
14:19intact
14:19in the way
14:21that you will be able
14:22to pay
14:22your social services,
14:24you will be able
14:25to pay
14:25even for defence
14:26because the security
14:28and defence policy
14:29as foreign policy
14:30is the responsibility
14:32of the European
14:34member nations
14:35and not European Union.
14:37Europe should concentrate
14:38on competitiveness
14:39of European
14:41as a whole
14:42and the competitiveness
14:43has suffered a lot
14:44in the last years
14:45because of the
14:46very weak governments
14:47say in France
14:49with a national depth
14:50of a huge
14:52national depth.
14:53In Estonia
14:54our national depth
14:56is 20%.
14:57Most of the European
14:59countries have it
15:00around 100%
15:01or more.
15:02You should have
15:03finances intact
15:04in your own countries
15:06and not increase
15:07the European budget
15:08for that.
15:10So you use
15:10the common money
15:11so it's like
15:12a big guy
15:13or a small guy
15:14first we eat
15:15your sausage
15:16and then
15:16each of us
15:17eats his own.
15:19I don't think
15:20that is a good policy.
15:21Alright,
15:21thank you so much
15:22for this round.
15:22We've heard
15:23your views
15:24from our guests.
15:26Now it's time
15:27to hear from
15:28a new voice.
15:33And let's bring
15:34in the voice
15:35of Ursula von der Leyen
15:36the EU Commission
15:37President.
15:38Just a few weeks ago
15:39she characterized
15:39EU enlargement
15:41as this
15:42and I quote
15:43Enlargement
15:44of our union
15:44is a geopolitical
15:46imperative.
15:47Today we're laying
15:48the groundwork
15:49to ensure
15:49that the larger union
15:51is also
15:52a stronger one.
15:53So
15:54geopolitical
15:55imperative
15:56Pascuala.
15:57Let's talk about
15:58the elephant
15:58in the room here
15:59Russia.
16:00Has Russia's war
16:01against Ukraine
16:02turned
16:03enlargement
16:04into a matter
16:04of European security?
16:06Well
16:07evidently
16:08yes
16:08meaning that
16:09this is a fact
16:10we are now
16:11speaking about
16:12enlargement
16:12exactly because
16:13of the
16:13geopolitical dimension
16:15but this
16:15I think
16:16is the mistake.
16:18As far as
16:18we treat
16:19enlargement
16:20as a geopolitical
16:21dimension
16:21we incur
16:22in the problem
16:23that I was
16:23underlining
16:24before.
16:24We forget
16:26about economy
16:26we forget
16:27about social
16:27dimension
16:28we forget
16:29about the
16:29issue
16:30on which
16:311957
16:32Rome treaty
16:33was founded.
16:34So
16:34then I think
16:35that the
16:35phrase
16:37you also
16:38underlined
16:38with due
16:39respect
16:40should be
16:40a little bit
16:41reformulated.
16:42Rio
16:42what do you think?
16:43Did we change
16:44the rules here?
16:45We're purely
16:46looking at
16:47security.
16:47I think
16:48Europe
16:48is a
16:49peace
16:49project.
16:50Europe
16:50has been
16:51a peace
16:51project
16:51from the
16:52very
16:52beginning
16:52and I
16:53remember
16:54I was
16:55one of
16:55those
16:56who was
16:56working
16:56hard
16:57in the
16:57embassy
16:58towards
16:59European
16:59Union
17:00and
17:00NATO
17:00and we
17:01have
17:02defined
17:03these
17:03aims
17:03already
17:04early
17:051990s
17:06because
17:07we saw
17:07it
17:08as
17:08something
17:09which
17:09delivers
17:09also
17:10security
17:10and
17:11it is
17:12the same
17:12today
17:13it has
17:13not
17:13changed
17:14but
17:15Europe's
17:15focus
17:16should
17:17be
17:17still
17:17a
17:18competitiveness
17:18of
17:19European
17:19nations
17:20in the
17:20world
17:20because
17:21this
17:22is
17:22the
17:22strength
17:22last
17:23year
17:23we
17:24overcome
17:25China
17:25as a
17:26gross
17:26domestic
17:27product
17:27and
17:28now
17:28rating
17:29second
17:30after
17:30the
17:30United
17:30States
17:31we
17:31should
17:32use

20:44I think
