00:14Bom dia, é semana 3, você está assistindo a Euronews e esse é O Hoje.
00:22As histórias da gestoração
00:23Europe is preparing for a new chapter in its history
00:27And today Brussels will be at the center of the debate
00:30The Euronews Enlargement Summit brings together EU leaders
00:34And the countries hoping to join the bloc
00:36As enlargement moves from a distant ambition
00:39To a very real political question
00:41Montenegro and Albania are closing in on membership
00:44While Ukraine and others are looking to Europe
00:47Amid a changing geopolitical landscape
00:50America is heading towards a political showdown today
00:53As polls open for the midterm elections in just a few hours
00:57Donald Trump faces a crucial test of his presidency
01:00Republicans are fighting to hold on to their majorities in Congress
01:04While Democrats see an opportunity to regain power
01:08And put the White House under pressure
01:10The stakes are enormous, not just for Trump's domestic agenda
01:14But for the future direction of American politics
01:17And Belgium's Prime Minister Barth de Wever
01:20Offered his government's resignation to King Philippe yesterday
01:24It came after overnight negotiations with his core cabinet on the budget
01:28Failed to reach an agreement
01:30The king now wants to consult the coalition party leaders starting today
01:34The Wever is set to meet with the monarch again on Friday
01:37The Belgian budget deficit amounted to 5% last year
01:41While only 3% is permitted under European rules
01:45Welcome to the program, I'm Stefan Grobe
01:48But first, in Brussels today, Euronews will bring together heads of state and governments
01:54From some of the countries aspiring to become the next members of the European Union
01:59Euronews' enlargement summit gets underway later this morning
02:04With discussions to focus on the progress of EU-candidate countries
02:08The reforms required on both sides
02:10And the economic opportunities and implications of EU enlargement
02:14Our correspondent, Merit Gwynne-Jones, is standing by for us
02:18Merit, give us a taste of what we can expect today
02:25Well yes, Stefan, preparations well underway here
02:28For a summit that really comes at what feels like a pivotal moment
02:32For the EU's efforts to enlarge
02:35Accepting new member countries is being described as a geopolitical imperative
02:40Amid the war in Ukraine, perceived security threats
02:43And also increased geopolitical competition
02:46We know that the question of Ukraine's future EU membership
02:50Is becoming intertwined with ongoing peace negotiations
02:54We will be hearing from the Ukrainian Prime Minister
02:57Here at the Euronews summit later today
02:59But also in the Western Balkans
03:01There is a feeling that we are on the verge of a major breakthrough
03:05With Montenegro looking to become the EU's next member state
03:09Within the course of next year
03:11There have been some doubts over whether bilateral disputes
03:15Between the Croatian and the Montenegrin governments
03:18Could send that timetable back
03:20We will be hearing from both governments
03:22Including from the Croatian Prime Minister Andrei Plenković
03:26But, Stefan, we can expect some tough conversations here today as well
03:30We will be hearing from Edi Rama, the Prime Minister of Albania
03:33Just as anti-government protests continue to rage on in the country
03:38As well as from the Georgian Prime Minister
03:41Just two years after his country's bid to become an EU member
03:44Was halted by Brussels over concerns over a crackdown on dissent
03:50So expect a lot of conversations with major leaders here today
03:54On an issue that Stefan really is becoming an issue
03:58That is top of the political agenda here in Brussels
04:02Merit Gwynne-Jones from the Euronews Enlargement Summit at AutoWorld
04:07And now to a very special candidate country, Ukraine
04:10Kiev hopes to open its two remaining EU negotiating clusters
04:15Before the end of the year, despite delays in Budapest
04:18In an exclusive interview with Euronews
04:21Ahead of the European Commission's latest enlargement report
04:24Ukraine's ambassador to the EU, Taras Kachka
04:27Said there were no substantive disagreements with Hungary
04:31Holding up the process
04:32He also defended Kiev's progress on reforms
04:35Despite concerns over delays in adopting key legislation
04:39For more on this, our Ukraine correspondent, Sasha Vakulina
04:43Joins me now in the studio
04:44Good morning, Sasha
04:45So, the European Commission is about to release
04:49Its latest enlargement assessment
04:51How does Ukraine see its progress towards EU membership
04:57And what challenges does Kiev also see?
05:00Kiev does see challenges
05:01But what is important, and this is something that Taras Kachka told me
05:05Is for Ukraine to get the timeline and to get the timeline not postponed
05:10But rather fast-tracked
05:12This was, of course, an exclusive interview
05:13The first one since Taras Kachka took over the new position
05:17As the head of the mission of Ukraine to the European Union
05:19So, it was really interesting to see his perspective
05:21Also, of course, given Ukraine's unique case
05:24Now, we are talking about the country
05:26Almost five years into defending itself
05:29Against Russia's brutal full-scale invasion
05:32Implementing those reforms
05:33And pushing to open those clusters
05:36During the all-out war
05:38And at the same time
05:39When you look at all the candidates, Stefan
05:41Of course, Ukraine
05:42Regarding its size and importance
05:44This is a different case
05:45Which will be much harder for the European Union
05:47To accept and to digest
05:48Let's take a listen to what he said
05:50The report should highlight how fast we can move on
05:56Closing the chapters
05:58But also indicating what are the, maybe, some challenges
06:02We do not see challenges in domestic politics
06:05In terms of applying a key
06:07We might see challenges that are stemming from security situation
06:11Russian aggression
06:11And the fact that Ukraine is really one of the biggest candidate status
06:17In the, in the, among four frontrunners
06:20Definitely the biggest one
06:21So, therefore, there might be more complex negotiations
06:25But it is not a problem
06:27You've mentioned the challenge
06:28Some of those are in regards to Ukraine's reform commitment
06:32Some important reforms have faced delays in the parliament in Kyiv
06:37What is holding up this progress?
06:39Government and parliament is getting stronger in the recent weeks
06:43So, therefore, the tempo will be only, only faster
06:47At least I expect this
06:48And there are chances for this
06:49So, therefore, I think that we, Ukraine definitely is delivering
06:54Is getting to deliver faster and better
06:56And I hope that the enlargement package report will confirm
07:00That this general assessment of Ukraine being able to adopt everything
07:05By the end of 2027
07:06And therefore, be advanced in, in, in 2027
07:10With closing chapters will be confirmed
07:13I've got to mention
07:14The amended minority education legislation
07:17Which was, of course, crucial
07:18As it cleared the way for two Monegu sitting clusters to open
07:22And yet, Hungary now blocked the progress on the two remaining clusters
07:27What does Budapest want now?
07:30I think that this word block misleads us
07:34Indeed, Hungary requested additional time for consideration
07:40For brainstorming on certain decisions
07:43For the second and third clusters
07:46We adopted what we agreed previously
07:49So that, and it was something that was elaborated during previous several years
07:54Therefore, it was well known for Ukrainian society, for Ukrainian MPs
08:00And it was rather additional boost for decision making in Hungary
08:04So now we see that we have a full mutual understanding of Hungary
08:09So therefore, it is a matter of time and planning
08:13How we open remaining two clusters before the end of this year
08:17You say Hungary and the government in Budapest is taking its time a little bit
08:21Does it still have to do with the minority education right?
08:24Or there is another reason?
08:26No, it's a matter of processing
08:27On the same issue, on the minority rights?
08:30No, no, generally
08:30So that for the clusters, clusters 4 and 5
08:33For the policies that are covered
08:34So this is a different issue
08:35Not the one that has already been sorted
08:37This is what I'm trying to understand
08:38There are no issues
08:39There is a processing of all these documents
08:41Right
08:42So that there are no substantive requirements, disagreements or concerns
08:45So this is rather a matter of how the documents are processed, assessed, read
08:51Because there are like several hundred pages of documents
08:54In this, let's say, support in the opening of this cluster
08:57Right
08:58And on the minority education legislation
09:00All adopted, all agreed
09:01Has it been implemented in Ukraine?
09:03Yes, they work
09:04These rules are works
09:05So they are all in place
09:07Some of them, let's say, have been de facto operational even before
09:11So now they properly work for everyone
09:14For every school with national minorities
09:18When we spoke last time
09:19I asked you about the possibility of Ukraine
09:21Getting the idea floated by some member states
09:25About the associate membership
09:26And somehow half steps towards that
09:28Does that change the take for Kyiv?
09:30Knowing that there is another country
09:31That might get different type of associate membership
09:36Half stepping into the European Union
09:39The case of Canada illustrates that associate membership
09:42Is a term that is rather better suits the partnerships with friends
09:49Who are friends but rather distant
09:52And will not join the European Union
09:54I hope that we will still have four frontrunners
09:57With Ukraine, Moldova, Montenegro and Albania
10:00And it means that EU sees us as a frontrunner
10:05So that's why we don't need to shift to any alternatives
10:13Ukraine's ambassador Taras Kachka speaking to Sasha Vakulina
10:17Montenegro wants to become the European Union's next success story
10:21After years of negotiations
10:23Potgorica is presenting itself as the frontrunner
10:27Among the Western Balkan candidates
10:29But the final stretch may prove the hardest
10:31Judicial independence, corruption and the rule of law
10:35Remain key tests
10:37And questions remain about whether the EU itself
10:40Is politically ready to welcome new members
10:42To go deeper into this topic
10:45I'm now joined in our studio by Montenegro's ambassador
10:47To the European Union, Peter Markovic
10:50Good morning and welcome
10:51Good morning, thank you for having me
10:52So Montenegro has repeatedly presented itself
10:56As the frontrunner in the EU enlargement process
11:00Why should people believe that this time
11:03Membership is just around the corner?
11:05Well, because it's not Montenegro presenting itself
11:08As a frontrunner
11:09It's the European Commission
11:10And just in the last year
11:1314 times all EU member states agreed with the Commission
11:17That we are the frontrunner
11:19Because that's how many chapters we close
11:21Between the last report and the incoming one
11:23Coming, well, being published tomorrow
11:26So that means that all EU 27 member states
11:32And the institutions of the EU
11:34Repeatedly claim Montenegro is the frontrunner
11:36And we indeed are
11:37Because we have been working around the clock
11:40For years now
11:42And this summer we didn't even have a summer break
11:45We were really working around the clock
11:47To fulfill 150 deliverables in the rule of law area
11:52So when you say it's now the test of fighting corruption
11:55And boostering our rule of law
11:58This is not now the test
12:00This test has been passed
12:01We have forwarded to the Commission
12:03The reports
12:06Claiming and showing evidence by evidence
12:09That we have fulfilled these 150 deliverables
12:11You have said 2028
12:13That's not that far away
12:14As your target for EU accession
12:17Now is this still a realistic deadline
12:21Or has it become a political slogan?
12:23No, not at all
12:24It's very much realistic
12:26Just a few weeks ago
12:27The President of the Commission
12:28Madame von der Leyen
12:29Was in Podgorica
12:30And she said
12:31We believe in Montenegro
12:33Becoming the 28 member
12:34By the end of 2028
12:35So it is on track
12:37Not just by Montenegro's standards
12:39But by those who actually are deciding
12:42What are the two or three biggest obstacles
12:46Montenegro still needs to overcome
12:49Before it can close the accession process?
12:54So, but there is now an ongoing process
12:57To amend our Constitution
12:59For the second time in just a few months
13:02As part of the obligations in Chapter 23
13:05On Judiciary and Justice
13:08It is a process which is lengthy
13:11Because our Constitution cannot be changed at once
13:13It's a three-pronged process
13:16And we are now halfway through it
13:17And we expect to do it within this month
13:19So this is the biggest domestic obstacle we are facing
13:23We are also facing the intensified talks
13:27With our closest EU member state
13:31And neighbor Croatia
13:32To resolve some open questions
13:35Of mutual interest
13:37Which we are confident
13:38Will be done satisfactorily
13:40For both sides
13:41Also record quickly
13:43In order for the process to not stall
13:47And how much of the remaining work
13:49Is in Montenegro's hands
13:51And how much depends on decisions
13:53Made in Brussels
13:54And in EU capitals?
13:56So, there's 33 negotiated chapters
14:00At this point
14:01We have submitted all the reports
14:03And done all the homework
14:05Testifying that we have
14:06Not only adopted legislation
14:08But employed people
14:09Changed things on the ground
14:11All this has been done
14:13Some ten days ago
14:14So Montenegro has finished its homework
14:17At this stage
14:18Of our accession saga
14:20And it's really in the hands
14:22Of the EU member states now
14:25Yeah, it is a saga
14:26When did it first start?
14:27We applied for
14:29Well, the negotiations
14:31Really started in 2012
14:32And I might remind your viewers
14:35That we are the only member states
14:36Among ten of them now
14:38Candidate countries
14:39That has had to negotiate
14:41To open each chapter separately
14:43Before the French new methodology
14:45So we have done the double work
14:47Compared to other candidates
14:48All right, Peter Markovic
14:51Montenegro's ambassador
14:52To the European Union
14:53Thank you so much for coming on
14:54This morning
14:56And now, America is heading
14:58Into a crucial political test today
15:00And for Donald Trump
15:01The stakes could hardly be higher
15:03The economy, immigration
15:05And Trump's own popularity
15:06Have been dominating
15:08The midterm election campaign
15:09So is this a referendum
15:11On the president?
15:12And what happens
15:13To the Republican Party
15:14If voters turn against him?
15:17Let's bring in
15:18Republican strategist
15:19And owner and president
15:20Of consultancy firm
15:21Klink campaigns
15:22Matt Klink
15:23Who joins us
15:24From Los Angeles
15:25Good morning
15:26Or rather good evening
15:28Great to have you on
15:29Thank you
15:30Good morning
15:31So with Donald Trump's
15:33Approval ratings
15:34At 30%
15:35Is he a liability
15:36For Republican candidates
15:38In today's elections?
15:39Well, let's put it this way
15:42The Republicans
15:43Were always going to face
15:44Headwinds heading into
15:46This election cycle
15:47The party that holds power
15:49His party tends to lose
15:5122 seats in the House
15:53At a minimum
15:53So that would give
15:54The Democrats
15:55A strong majority
15:57In the House
15:58But Donald Trump's
16:00Unpopularity
16:01That you just pointed to
16:02That's a further drag
16:03And the affordability issue
16:05The war with Iraq
16:07Or Iran
16:08Excuse me
16:08Those are the
16:09And the tariffs
16:10Are the three main issues
16:12That have really caused
16:13Republicans across the country
16:15To really struggle
16:17This election cycle
16:18Yeah, you mentioned
16:19The tariffs
16:19Traditionally
16:21The economy
16:21Is one of the biggest factors
16:23In midterm elections
16:24Why should Americans
16:25Give Republicans
16:26Another mandate
16:27If they remain
16:28Unhappy
16:29About the cost of living?
16:31Well, I think
16:32That's the whole point
16:33Of what the election
16:34Is ultimately
16:35Going to be fought on
16:36Is, you know
16:37Look, the memories
16:39Of Biden and Harris
16:40Are not that far
16:41In the rearview mirror
16:42When we did have
16:439% inflation
16:45Under Joe Biden
16:47And everything
16:47Costs more
16:48And Donald Trump
16:49Promised that he was
16:50Is going to bring
16:50Those numbers down
16:51And some are down
16:53But frankly
16:54A lot of them
16:54Aren't down enough
16:55And some are actually
16:56Up like gasoline prices
16:58And I think the voters
16:59Are going to take that
17:00Anger out on
17:02Republican candidates
17:03Across the country
17:04Tomorrow
17:05If Democrats win
17:06Back one
17:07Or both chambers
17:08Today
17:08Would this mark
17:10The death knell
17:11For the Republican
17:12Legislative agenda
17:13And what would happen
17:14To the Republican Party
17:15Then?
17:15Well, the Republican Party
17:17Itself is absolutely strong
17:19I mean, don't forget
17:20You know
17:21Donald Trump
17:22Is still the president
17:23For two more years
17:24I do think
17:26That it would
17:26If the Democrats
17:28Take one or both houses
17:29It will certainly
17:30Put the squash
17:32On any
17:34Republican agenda
17:35For the last two years
17:37Of the president's term
17:39But that would
17:40Frankly
17:40That happens
17:41Every time
17:42That
17:42That
17:44Parties
17:44Switch power
17:45So
17:46You know
17:46Again
17:47Donald Trump
17:47Will rule
17:48By executive order
17:49And veto
17:50And
17:51If the Democrats
17:52Win one or both
17:53They're not going to win
17:54By massive majorities
17:56So
17:57I would think
17:57Gridlock
17:58Will be the word
17:59Of the day
18:00For 2027
18:02And 2028
18:03Yeah
18:03Trump has said
18:04He'll be Mr.
18:05Veto
18:06In that case
18:06And then maybe
18:07Strike deals
18:08Now
18:08Democrats
18:09Are already
18:10Threatening
18:11Investigations
18:12Into the Trump
18:13Administration
18:13Should Republicans
18:14Be worried
18:15About
18:15Subpoenas
18:16Hearings
18:17And
18:18Potentially
18:18Damaging
18:19Revelations
18:20Well
18:21I think
18:21There always
18:22Is the possibility
18:23I mean
18:23Look
18:23When
18:24When your party
18:25Controls
18:25The executive
18:26And the
18:26Legislative
18:27Branches
18:27Let's just
18:28Say that
18:29The oversight
18:29Responsibility
18:30That congress
18:31Has
18:31Isn't a top
18:33Priority
18:33It's moving
18:34The president's
18:35Agenda
18:35Forward
18:36Now
18:36The house
18:37And if the
18:38Senate
18:38Goes
18:39Democrat
18:39The senate
18:40They will
18:41Exert that
18:41Oversight
18:42And that
18:42Means
18:43Holding
18:43Hearings
18:43On
18:44The iran
18:45War
18:45On
18:46The tariffs
18:46On
18:47Some of
18:48The president's
18:49Finances
18:50So yeah
18:51There will
18:52Be some
18:52Some
18:53Or some
18:54Revelations
18:54And some
18:55Things that
18:55Will be
18:55Quite
18:56Shocking
18:56Frankly
18:57I wouldn't
18:57Be surprised
18:58If the
18:58House
18:59Impeached
18:59The president
19:00For a
19:00Third time
19:01It's
19:02Doubtful
19:02That they
