01:26the third Russia Africa summit finished on Wednesday in Moscow with a final declaration
01:32deepening a strategic cooperation and a 2027 2029 action plan the summit concluded at the Kremlin as
01:39president Putin framed the partnership as a pillar of multipolar world free from neo-colonial practices
01:45in this sense the plenary session approved the final declaration a specific agreement on AI and an action
01:52plan that will govern that will govern the 2027 2029 period presenting the a7 platform as a sovereign
01:59alternative to western banking these documents set out the agreed roadmap for expanding cooperation between
02:07Moscow and African states while advancing what both sides describe as a fairer international system
02:21and Russian president Vladimir Putin spoke about the possibility of an armed conflict with Europe asserting
02:28that Russia is prepared but does not want any war with Europe he made these remarks during a joint
02:34press conference with his Burundian counterpart and chairman of the african union Evariste Eindeishimiye as part of the
02:42third Russia-Africa summit being held in Moscow in this regard president Putin recalled the lessons of the world wars
02:49in the face of the west's war-mongering rhetoric and affirmed that
02:53Moscow is doing everything possible to prevent these tragic events from being repeated he also noted that Russia always supports
03:01any measure
03:02aimed at restoring full and comprehensive relations with European nations and also emphasized that attempts to inflict a strategic defeat
03:10on Russia
03:10Russia have failed to achieve their goal
03:21In other topics a helicopter belonging to the European Union mission was involved in an accident in Bosnia and Herzegovina
03:29killing at least four people and injuring eleven the helicopter crashed during a training flight
03:35authorities are already investigating the cause of the crash of this US-made aircraft according to the European Union force
03:42in Bosnia and Herzegovina
03:44no civilian infrastructure property or vehicles were damaged and nor were any civilians injured
03:50they noted that all fatalities were soldiers and that they are in stable conditions and received medical treatment
04:05meanwhile the Spanish authorities updated the toll from the train accident to 69 dead and 50 people still hospitalised while
04:14public doubts about emergency protocols grow
04:19I'm concerned because even though we still don't know for sure what happened
04:24the idea of human error doesn't really add up to me and I'd like to see an investigation into whether
04:30any emergency procedures failed
04:33that's what worries me if a train traveling at 300 kilometers per hour has no other emergency mechanism besides a
04:39single person then I find that worrying
04:46I would like to share with you the latest data we have been evaluating with all operational services
04:54as of today we can confirm 69 deaths including one additional death in the hospital
05:01of the hundred patients admitted yesterday to hospitals in Castilla La Mancha
05:0660 have already been discharged and 50 remain in various states of concern
05:15I would like to express my heartfelt gratitude to the psychological counseling services for the work they are doing for
05:24the victims families
05:28I'd also like to thank the public service workers who for example
05:35were at the accident site throughout this morning and yesterday
05:40I think that we often forget the work done by the Red Cross
05:46as well as by SEM 1112
05:50well I would also like to thank them and recognize their work because it is essential
06:11in.
06:11Mayon Volcano located in Al Bay Province the Philippines experience a moderately explosive eruption that produced an ash placs approximately
06:203 km high
06:21which moved toward nearby communities. In response to the increased volcanic
06:26activity, the Philippine Institute of Volcanology and Seismology rise the
06:31alert level to three on a scale of five and establish a six-kilometer exclusion
06:36zone around the crater. Osiridis ordered the evacuation of thousands of
06:40residents from eight towns and suspended classes throughout the province. In this
06:45regard, experts are warning of the risk of lava flows, rockfalls and pyroclastic
06:51flows, and also are asking people to stay away from the volcano's slopes.

08:51Welcome back to From the South.
08:53United Nations experts have denounced an ongoing educide in the Gaza Strip following the near
08:59total destruction of educational institutions and heritage sites by Israeli forces. Figures
09:05presented to the UN indicate that 98% of schools and all 13 universities across the territory have been
09:12destroyed, stripping thousands of Palestinian students of access to education. Independent rapporteurs
09:19warned that the systemic targeting of historical archives, libraries and cultural landmarks aim
09:26to erase the collective memory and cultural identity of the Palestinian people. The UN body also condemned
09:33the targeted killings of journalists and media workers, calling for immediate global protection
09:38of educational systems, press freedoms and cultural heritage in occupied territories.
09:52Israeli military forces have carried out forced home evacuations in northern
09:57Gaza as a prelude to targeted air and artillery strikes. Families across the northern Gaza Strip
10:03were forcibly driven from their residences under threat of imminent bombardment, escalating a severe
10:10structural and humanitarian crisis across the enclave.
10:13the force displacements occur as high-ranking Israeli military officials push to resume
10:19large-scale military operations throughout the territory. Health authorities report as well
10:25that the total death toll from the ongoing military aggression since October 2023
10:29has reached nearly 75,000 Palestinians, further intensifying global condemnation of siege tactics,
10:38ethnic cleansing and systematic civilian displacement.
11:02music has long been part of Afghanistan's cultural identity passed down through generations of musicians,
11:09but since the Taliban banned music across the country, many performers have been forced to abandon
11:15their careers, hide their instruments and play in secret. In Kabul, one musician is determined to keep
11:22that tradition alive despite the risk and the economic hardships. Here's his story.
11:32In a small home in Kabul, an Afghan musician carefully tunes his rubub, a traditional string
11:37instrument deeply rooted in the country's musical heritage. Since the Taliban took power in 2021,
11:43music has increasingly disappeared from public life. In 2022, authorities imposed a nationwide ban on
11:49playing and listening to music, allowing only religious vocal chanting. For musicians who remain in
11:54the country, the consequences have been both personal and economic. Many have lost their livelihoods,
11:59while others have hidden their instruments to avoid having them confiscated or destroyed.
12:03But for this musician, music remains essential to everyday life.
12:11music carries a profoundly happy and joyful meaning for us.
12:14It brings great tranquility to the soul and mind. It is truly the best thing, especially when one is
12:21experiencing either deep sorrow or great happiness. When you are feeling down, then by playing musical
12:27instruments, you are transported into a different environment, an aura where you can find genuine pleasure.
12:37Today, however, continuing to play comes with considerable risks. The musician says he no longer
12:42attends musical gatherings, fearing arrest or physical punishment. He has also lost the business and
12:47teaching work that once supported his family. Now he earns a living transporting goods in a wheelbarrow.
12:54The difficulties are immense. I don't even go to people's programs anymore, for fear that,
13:01God forbid, I might get caught, detained or beaten. And these instruments, as you see here with us,
13:08I have kept them hidden. I cannot take them along. There are so many problems. I currently work as a
13:16porter transporting goods in a wheelbarrow, but the economic hardships are severe. Back then,
13:22I had an income from which I could scrape together enough to cover my family's living expenses. But now,
13:29things are very difficult. I can no longer manage that kind of work. The constant worry has caused me
13:36severe back pain. I have developed a disc problem due to this immense mental distress.
13:44Despite these circumstances, he is determined to preserve the musical tradition inherited from his
13:48father. He has now begun teaching the rhubarb to his eldest son, hoping the instrument will continue
13:53to be played by future generations.
13:59My eldest son is very keen on it, so I am teaching it to him. It is a legacy from
14:05my father,
14:06and I want it to continue to be passed down from one generation to another, rather than stop or fall
14:12silent. For this musician, keeping the rhubarb alive means preserving more than an instrument. It means
14:21protecting a family legacy and a musical tradition that he refuses to let disappear.

15:10Welcome back to From the South. Civil society organizations presented serious allegations to
15:16the Inter-American Commission on Human Rights regarding systematic torture and a total of 454
15:22deaths in El Salvador's prisons under the state of emergency implemented by President Bukele.
15:28During the hearing in Washington, legal representatives presented testimony and evidence
15:34regarding alleged cruel treatment, further noting that a significant portion of the deceased had no ties to criminal organizations,
15:42and that official autopsies might be concealing evidence of trauma. In response to international
15:48scrutiny and after previously announcing a review of cases involving gang members, a figure that puts the
15:55national prison population at more than 120,000 inmates, El Salvador's government defended the official
16:01national statistics on its security policy and the management of the prison system.
16:13Now we go to Mexico, as on Thursday authorities arrested Axel Cárdenas identified as the second in command of the
16:21Golfo Cartel during a military operation carried out in the border city of Matamoros in the state of Tamaulipas.
16:29The arrest of the alleged drug leader, who is linked to crimes including murder, kidnapping,
16:33and cross-border drug trafficking, trigger an immediate violent reaction with road blockades and burn-out vehicles that
16:41paralyze the main avenues of the town bordering Brunsfield, Texas. In the face of the chaos and widespread fear
16:50among the population, the state government of Mexico suspended schools, classes, while Major Alberto Granados
16:57urged residents to take shelter in their homes while police forces bring the security situation under control.
17:09On Thursday October 29th, Acting President of Venezuela, Adelsi Rodriguez delivered a message to the Venezuelan people
17:17within the context of the country's democratic, economic, and social rebirth. Rodriguez emphasized
17:22that Venezuelans are committed to resolving conflicts through dialogue, coexistence, and moral respect.
17:36Violence is not the way to resolve the controversies that arise in a society. Everyone has the right
17:40to think differently, without fear of retaliation of any kind. And I have instructed the security
17:45forces that no one has been detained without a court order, except in cases of flagrant criminal offenses.
17:54The responsible exercise of political rights is guaranteed for everyone. The doors are open to all.
17:59peaceful protest is a constitutional right. And the exercise of that right must be accompanied by
18:03respect for the physical and moral integrity of our security officials.
18:06The overwhelming majority of Venezuelans are convinced that the solution to our problems can
18:18only be built through dialogue, coexistence, and mutual understanding among us.
18:30Meanwhile, Colombian President Abelardo de la Espriella ordered the militarization of Cúcuta
18:36in northern Santander in response to the wave of violence plaguing the Catatumbo region
18:41and the border area with Venezuela. The decision was made following the shooting death of mayoral candidate Miguel Castellano Serrano
18:49and the detonation of an explosive device that left six people injured near the international bridge in less than a
18:57week.
18:57The President described the measure as temporary, while announcing the beginning of November 3rd.
19:04The military campaign, the Sparta police operation and urban security unit will be deployed.
19:10Far from addressing the structural causes of violence in the Catatumbo region,
19:14this decision exacerbates the militarization of a border region where guerrillas and drug traffickers have been operating for decades,
19:22where the civilian population is caught between the armed conflict and promises of a hardline approach.
19:34And we go to Argentina's investment fail by 5.2% in September, which is currently obstructing the economic recovery
19:41that requires concrete capital injections, warrants a new report on monthly gross domestic investment.
19:48With this scenario, in the ninth month of the year, this index has accumulated a 7.6% contraction from
19:57January through September, adds as well the Argentina's news agency.
20:02In this regard, capital rise totaled $8.54 billion, a figure far below the massive announcements published daily by the
20:11national government,
20:12primarily related to the incentive regime for large investments.
20:16The report also explains that the economy has still accumulated a 2.6% decline over the past nine months.
20:30Binance, the world's largest cryptocurrency exchange, is investigating reports of a potential security breach involving up to $6.3 billion
20:40in digital assets.
20:41The company has not confirmed that funds were stolen or disclosed the full extent of the incident.
20:48However, it said its teams are working to address the situation and assure users that their fund remains safe.
20:56According to Binance, the company has worked with funders to freeze around $3 billion in affected assets.
21:02The status of the remaining funds has not been disclosed, while co-founder Yi He said Binance would cover any
21:09losses resulting from the breach.
21:11An initial investigation suggests hackers may have gained access through a compromised laptop belonging to an engineer,
21:18allowing unauthorized withdrawals from one of the company's systems.
21:22The incident is under investigation, as Binance continues efforts to secure the affected assets.
21:33Also in the last few hours, oil prices have risen again on international markets,
21:38with Brent crude trading above $114 per barrel in Brent crude futures.
21:44According to market data, features for delivery in December 2026 rose 2.9%, rushing $114.01 per barrel.
21:55Meanwhile, West Texas Intermediate Crude, the US benchmark, rose 1.95% to $104.78.
22:04US dollars. These prices reflect the rise in the price of the major crude oil benchmarks
22:10and keep the markets focused on developments in the international energy sector.
22:16It is worth noting that this increase could mean higher revenues for exporting countries
22:21and higher costs with direct impacts on households' economies.
