1. Line the upper lash line with a black eyeliner pencil and create a winged tip. 2. Line the lower water line with a metallic silver eyeliner pencil. 3. Apply dark blue eyeshadow to the outer corner of each eye with a small makeup brush. 4. Layer with a shimmery blue eyeshadow. 5. Apply silver eyeshadow to the middle of the upper eyelids. 6. Apply white eyeshadow to the inner corner of each eyelid. 7. Continue blending and touching up until the desired look is achieved. 8. Finish with blue liquid eyeliner.
