00:00The European Commission is set to propose new powers for the EU border agency Frontex,
00:05allowing it to help return irregular migrants from one non-EU country to another.
00:10Under the planned reforms, Frontex could support authorities in countries, including those in North Africa,
00:16in returning migrants before they reach Europe.
00:19The agency could also take part in deportations from migrant return hubs outside the EU.
00:24The proposal would create a rapid response force for sudden, large arrivals and an online unit to monitor social media
00:32for signs of such large movements.
00:34Any cooperation would require an agreement with the country involved.
00:39An EU official told Euronews that returning people earlier could reduce the number of deportations carried out from inside Europe.
00:46But rights groups want stronger oversight and accountability, citing concerns about rights violations during existing operations.
00:54The Commission is expected to present the reform on Tuesday.
00:58Frontex is also set to receive 12 billion euros under the EU's next seven-year budget, double its previous allocation.
