00:00But this is going to continue to happen. It's not going to go away.
00:03On the Los Alamitos Peninsula, houses are falling into the ocean.
00:07The boardwalk is in splinters, the beach a fraction of what it was.
00:13Higher high tides, plus a brutal El Nino, fueling hurricanes in the Pacific, have wreaked havoc.
00:19It comes as a bluff at Crystal Cove State Park has developed cracks just yards away from Pacific Coast Highway.
00:26Yesterday it was actively eroding, where I saw parts of the cliff fall into the water.
00:32What is happening to Southern California's coastline?
00:35Well, I mean, sea levels are rising, and they've been rising for a while. They're going to continue to rise.
00:41It is alarming. It's sad to see people losing property, obviously.
00:45But it is also to be expected.
00:48As humans, we have these short-term fixes, but on the long term, you can't really stop the ocean from
00:54rising and stop this coastal erosion.
00:57Lush flood in central Nepal has left at least five people missing.
01:01More than 140 houses were fully or partially damaged, and bridges and hydropower infrastructure were swept away.
01:09Officials suspect a dry landslide had blocked the river there before it burst.
01:14More than 90 people, including nine foreigners, have been rescued so far.
01:19Residents living downstream have been told to leave for their safety.
01:23A disaster management official said SMS alerts helped avert a major loss of life.
01:29The country remains on high alert after devastating floods swept thousands of people away seven weeks ago,
01:35triggered by a glacier collapse along the border with Tibet.
01:39Raging flames, thick smoke, and entire communities struggling to breathe.
01:46Indonesia is facing its worst wildfires in more than a decade.
01:51In Bangka Bilitang province, strong winds have spread the flames into residential areas,
01:57destroying more than 300 homes.
02:00Nearly 2,000 people have been affected, with hundreds forced to evacuate.
02:06I've been experiencing shortness of breath, coughing, and irritated eyes,
02:11possibly because of the haze that has affected us over the past two months.
02:15The scale of destruction is staggering, and the smoke is spreading beyond Indonesia.
02:21In Malaysia, worsening haze has forced schools closure in Kuala Lumpur and Johor.
02:27Meanwhile, air pollution in Singapore has reached unhealthy levels in mid-October,
02:33making the city-state the world's second most polluted major city after Lahore, Pakistan.
02:40Authorities warn the fires could continue until November,
02:44leaving millions across Southeast Asia facing weeks of hazardous air quality.
02:50I've got some blusty weather for us here in the UK, Charlie.
02:53Some very wet weather, though, recently in Chile.
02:55Some incredible scenes from the capital, Santiago, over the last couple of days.
03:00Just take a look at this footage.
03:02A torrent of mud and rain spilling through eastern suburbs of the capital,
03:07sweeping away everything in its path.
03:09A lot of drivers caught unawares.
03:11This just happened in a flash across the city.
03:14Thankfully, no fatalities.
03:16There were a number of injuries, though, as that torrent swept through the suburbs,
03:21all caused by torrential rain and snowmelt in the mountains.
03:24That all linked into the ongoing El Nino weather pattern.
03:27We've seen increased amounts of rainfall across western parts of South America,
03:31including Peru, Ecuador, Colombia, and also here in Chile.
03:36It will take some time to get rid of all the mud and debris left behind.
03:41Worst affected by the smothering haze,
03:44Malaysia's southern provinces have now extended the closure of schools
03:48with classes being conducted online.
03:52The development of remote learning means pupils and staff
03:56are better prepared than in previous years.
04:00Even though the haze is worse this year,
04:03now online learning is more established than it was before
04:06and we're able to conduct lessons digitally from home.
04:10The forest-burning season this year has been made worse
04:14by the El Nino weather phenomenon, creating especially dry conditions.
04:20Across Indonesia, thousands of firefighters have been deployed,
04:25but the poor visibility is hampering efforts to fight the fires from the air.
04:30From Singapore up through the Malaysian Peninsula,
04:34an increasing swathe of Southeast Asia is now affected,
04:38leading to calls for action from the ASEAN organization that represents Asian neighbors.
04:45Foreign ministers are due to hold talks about ways of dealing with the perennial problem
04:50that impacts the region year after year.
04:53At least four people have died after a hurricane battered the U.S. southern states.
04:59Thousands of homes are without power after winds of over 110 miles per hour
05:04swept through Alabama and Florida.
05:06David Harper has the latest.
05:11Northern Florida yesterday morning and Hurricane Isaias makes landfall in the United States.
05:16The first hurricane of the Atlantic season brings torrential rain
05:19and winds reaching 105 miles per hour.
05:22It also brings a trail of destruction to buildings like here in Pensacola.
05:27In the daylight, the full extent of the damage is revealed.
05:30A block of apartments in Milton exposed to the elements,
05:33homes, lives, possessions, all caught in the path.
05:37In nearby Gulf Breeze, another block suffers a similar fate.
05:40Are you OK?
05:41Yeah, my roof came off.
05:43A mother and daughter left to assess the damage.
05:46For some, it's not just the physical damage,
05:48but the power cuts that are causing problems.
05:50Restaurant owners like Sean are hoping electricity supplies return in time to save their stock.
05:55All of our freezers are all bolt locked shut.
05:59So I really, there again, if I open it, I lose about 10 degrees every time I open it.
06:03But, you know, so 10 degrees is a huge amount when we're talking about thousands and thousands of dollars of
06:11food that's sitting in here.
06:12As the hurricane moves further inland, its intensity reduces, but it's still able to spawn tornadoes like this one captured
06:18in Georgia.
06:18I have erosion leading to a large crack in the cliffside under a stretch of PCH in North Laguna Beach.
06:24Officials say one lane has been closed as a precaution.
06:27Fox 11's Rachel Aragon live in Laguna Beach with how high surf and storms continue to batter Southern California's coastal
06:33cities.
06:34Rachel.
06:37Hey, Kristen, yeah, there's clear signs of major coastal erosion right here in Laguna Beach,
06:41but a familiar story across several communities along the Southern California coast.
06:46And now the focus is really how to make sure they mitigate the damage in the long run.
06:51Oh, oh, did you see that?
06:54Did you see that?
06:56This morning, our Stu Mundell up in Skyfox capturing a portion of this cliffside in North Laguna Beach crumbling into
07:02the ocean.
07:03It happened near a large crack that could be seen making its way up PCH.
07:08The city of Laguna Beach says Caltrans closed a portion of the southbound lane as a precaution to protect drivers
07:14while the slope is being assessed.
07:16If we come back out live, you can see all that dirt that's been dumping into the ocean out here,
07:21and this is all from the storm damage.
07:23This is just the latest example of Mother Nature continuing to wreak havoc on Orange County coastal communities.
07:29It's being delivered to Capistrano Beach, where the parking lot is now destroyed.
07:33Train service is at risk, and homes are on the brink of collapse.
07:37The whole coast of Orange County is really under siege right now.
07:40It comes as a bluff at Crystal Cove State Park has developed cracks just yards away from Pacific Coast Highway.
07:47Yesterday, it was actively eroding, where I saw parts of the cliff fall into the water.
07:53Blair Conklin is a local skimboarder, surfer, and content creator.
07:57He was driving down PCH over the weekend when he noticed brown sediment in the water.
08:02That's when he saw the cracks in the cliff.
08:04It just seems like it's consistently eroding every day, and that's the problem.
08:08With how much swell we have in the water, even for the next couple of weeks, it's probably going to
08:13continue to happen.
08:14Caltrans says it's working with state parks and the Coastal Commission to assess the area to determine the most effective
08:20path forward.
08:22As for Conklin, he says the swells that started as a surfer's dream have now left local beaches in jeopardy.
08:28It's pretty sad and devastating to see a lot of these places that we enjoy completely changing and maybe for
08:35good, you know.
08:36And the beach is no longer visible, and it's no longer usable, and you can't walk out to the beach,
08:41and you can't walk down the border walk.
08:42Then is it the same place?
08:46Now, to be clear, she is not making a recommendation.
08:49But how far to go is a question cities are considering, not only here, but all along the coast.
08:55In fact, she says, all over the world.
08:57To a great degree, this gives us a sneak preview of what we'll expect future life to be with at
09:04some point.
09:05A future scientists have long been warning up.
09:07Albania, Portugal, France, not even on the list there is protests in Spain as well.
09:12Has something been the catalyst for the sudden eruption we've seen in public demonstrations?
09:17Historic buildings are burning in France as some of the worst riots in decades sweep the country.
09:23Almost half a million people have taken to the streets in protest over the cost of living and other issues,
09:29with the violence spiraling out of control.
09:32I think maybe the most important part of Vice President Vance's post there is that this could come here.
09:39What you're watching in France could come here, and congressional Democrats will own that if that does tragically, unfortunately happen.
09:47We did have that in 2020, you guys.
09:49This is what it was like in 2020.
09:51After standing for more than 140 years, this city hall in Western France was destroyed in a day of violent
10:03demonstrations.
10:05Chaos sweeping the country.
10:09Cars set ablaze, smoke turning day into night.
10:13More than half a million protesters clashing with police, 400 of whom were arrested.
10:20Even more targeted with tear gas and water cannons.
10:24Now, we've tried to give a bit of a sense of the scale of these protests with those pictures, but
10:29just help us understand this a bit more.
10:31How widespread has the unrest been across France this weekend?
10:35Well, on Saturday, at least 10 cities saw the level of violence, which is really unprecedented in France.
10:42Lyon's tourist centre torched.
10:45Paris' Place de la République monument draped in a vest.
10:48The symbol of the yellow jacket cost-of-living protesters joining the student demonstrations sweeping through France and many other
10:56European countries over the past three weeks.
11:01There are so many issues we need to raise, says this young woman.
11:05The state is completely broken.
11:07It's corrupt.
11:07This man, blaming the nation's ultra-wealthy, but their cause has been undercut by scenes of looting.
11:14And residents are trying to comprehend what the protests evolved into.
11:19I have never seen anything like this.
11:22Never.
11:23I wouldn't use the word revolution, but something I think they wanted to put the country into a real chaos
11:33and to destroy everything.
11:36Well, France is the epicentre of this movement.
11:40What began in September has become basically a nationwide movement.
11:43And there are signs now suggesting that this is spreading beyond France and reaching other European countries.
11:49I think the clearest example so far have been Portugal, as you have mentioned, but also Belgium, where there have
11:54been clashes and well over 100 arrests in Liege.
11:58In Italy, where I spent the last few days, students have begun occupying schools under the slogan, let's do as
12:04in France.
12:05And in Greece, students are also calling for walkouts and they are mobilizing.
12:10In Germany, in Austria, we also see the early stage of a movement with mobilization expected in the coming week.
12:16I would say this is not a single movement.
12:18It's more about separate protests happening at the same time with some shared grievances.
12:24So there are common dots, I think, that can be connected in this space.
12:34More than 550,000 people taking to the streets Saturday to protest education standards and rising cost of living.
12:43Riot police clashing with demonstrators amid widespread looting, vandalism and arson.
12:48Police resorting to tear gas and water cannons as protesters became more violent.
12:53Around 150 officers were injured during the clashes and a 140-plus-year-old town hall that survived both world
13:01wars was also set ablaze.
13:03French President Emmanuel Macron posting that there is, quote, no room for violence in our republic.
13:09Those who have broken, attacked the prefectures and as well as businesses, looted even our town halls, will be prosecuted
13:15and punished.
13:30Good morning.
