00:02A first term independent in the Northern Territory Parliament proposing a major shake-up of Australia's gambling industry.

00:15we know is robust and that will really work to protect Territorians.
00:19The NT is home to 50 gambling companies due to its low taxes including some of the biggest, Labbrokes, Bet365
00:29and Sportsbet. Justine Davis taking them on.
00:33What's important about Justine's bill is that it is attempting to do what the federal government has so far failed
00:39to do.
00:40If the bill passes, the bookmakers will not be able to accept more than $500 a month from punters aged
00:4718 to 21 and $1,000 for those aged 22 to 24.
00:53Inducements such as bonus bets and VIP schemes would also be banned outright.
00:59The proposed changes to affect national customers of the territory-based bookmakers.
01:04The federal government passed gambling reforms in August, which it described as the strongest ever.
01:10But they stopped short of implementing a full ban on inducements and advertising as recommended by a parliamentary inquiry.
01:18That same inquiry also unsuccessfully called for a national regulator to take responsibility away from the part-time NT Wagering
01:27Commission, which Justine Davis wants to beef up.
01:31We now are in a real position where we can actually show some leadership in the Northern Territory and say,
01:37here's some simple changes that we can make.
01:39That as I said, they're not going to stop gambling, but they are going to prevent harm.
