00:08From the beginning, our position has been very clear.
00:11The NAPBHR must never become another policy document
00:15that sits on the shelves or in the table.
00:22For that reason, we have identified 11 immediate actions
00:26to commence within the first year of the implementation
00:28and over the past year, if I'm not mistaken,
00:32Malaysia began building the institutional foundations
00:35necessary to deliver.
00:37The Malaysian government has established
00:39the National Steering Committee,
00:41supported by three technical committees
00:43and coordinated through the Business and Human Rights Working Group.
00:46We have also established a multi-stakeholder monitoring,
00:51evaluation, training and learning committee.
00:54This brings together expertise from our thematic areas,
00:57industry, civil society and the academicians.
01:01Now, we have to ask the question, why does all this matter?
01:04This matter because business and human rights cannot be delivered
01:08by government acting alone, nor can it be achieved
01:12by businesses acting in isolation.
01:14It requires shared responsibility, shared ownership and sustained partnership.
01:20Government must provide leadership and enabling framework.
01:24Businesses must integrate respect for the human rights
01:27into their decisions and operations.
01:29So the society, academicians and communities must also continue
01:33to provide perspective, expertise and accountability.
01:37Ladies and gentlemen, Your Excellencies,
01:41the Malaysian government also recognizes an important reality.
01:45Businesses today operate in an increasingly complex environment.
01:49They already face various governance, sustainability and reporting requirements.
01:53Therefore, our objective is not to create regulation for the sake of regulation,
01:59nor compliance for the sake of compliance.
02:02Our objective is much more fundamental.
02:04We want respect for human rights to become part of how good businesses do business.
02:09It should also be reflected in corporate policies, operations and supply chain,
02:14business relationships and decision making.
02:16And importantly, responsible businesses must conduct and should not be only from the perspective of cost.
02:24This is why the Malaysian government has been engaging regulators, industry representatives
02:28and businesses to understand the existing practices, the challenges of businesses and their readiness.
02:35We must also understand that when we talk about business, we know that there are great challenges
02:43in moving forward.
02:46One year of the implementation has taught us something very, very important.
02:49That is, the NAP BHR is not a finished project.
02:55It is a living and involving national commitment.
02:58Between now till 2030, we must continue to learn, to measure, to improve and to adapt.
03:05Government must remain responsive to the realities faced by businesses,
03:09while businesses must continue strengthening their capacity to identify and address human rights risks.
03:17Malaysia wants investments to come in.
03:20We want innovation, we want business to grow and we want to go international,
03:24but we also want growth that is responsible, sustainable and respectful of human dignity.
