Political Analyst Dr. Winford James says the debate over local government, the Senate and the role of Independent Senators points to a much bigger need for constitutional reform.

00:00Political analyst Dr. Winford James examines government's plan to create three new boroughs
00:07questioning the reasoning behind the proposed overhaul of local government, saying he does
00:13not see clearly the problem or mischief the changes are intended to address.
00:18So we're going to add three more boroughs, I think two boroughs and a city, right?
00:24But what is the problem it's going to solve? Is it solving any long-term or long-time problem
00:31that we have had? And now we have the ability of a government to change things by adding
00:40three municipalities or corporations, right? And I don't know what the problem is that
00:48they are solving.
00:49Dr. James tells The Morning Edition, the more fundamental conversation is
00:54about the way the country's governed and whether constitutional reform is needed.
00:59The fact is that we have a dictatorial system via the constitution and we need to change it
01:09and we need to empower the solution in a general sense. The solution is to empower the people,
01:20not the executive.
01:21He further weighs in on the Senate, where the role and influence of the nine independent
01:26senators has come under renewed scrutiny following the 15-15 deadlock.
01:31What problem is solved by having the independent vote?
01:38Yeah.
01:39I don't see the problem that is being solved, right? And it has not been solving any problem
01:46since Williams' time. Yeah? And it's time for us now to move from a situation where we keep
01:54giving the executive more power and therefore more use of their discretion.
