00:03Colleagues, the Trump administration has us stuck in a humiliating quagmire, a total deadlock in Iran.
00:13We are wasting billions of taxpayer dollars dropping bombs and firing missiles at Iran.

00:28They attack our bases.
00:30They attack our allies in the region.
00:33The war just expands and expands and expands.
00:38In the last week, for instance, a new war is threatening to break out between Yemen and Saudi Arabia,
00:46which would likely result in the other strait at the bottom of the Red Sea being closed as well.
00:56Trump personally pays no price for this stalemate.
01:02His corruption schemes, his cryptocurrency, his insider trading, the contracts to his sons,
01:11all of that has practically tripled his net worth in just 18 short months in office.
01:18No, the price of this war is being plainly paid, first and foremost, by our soldiers who are being put
01:29in harm's way for a war that is making America weaker every day.
01:37Many of our soldiers and sailors and sailors and airmen have been in the region far past their scheduled deployment.
01:51They haven't seen their families in years.
01:56And, of course, American consumers are paying the price as well.
02:00Here's the most relevant chart.
02:02This is familiar to you.
02:04This is what gas prices were doing until the war.
02:09They are creeping back well above $4 a gallon right now.
02:16That is not affordable for regular Americans, especially Americans who have to travel great distances for work,
02:24especially small business owners who rely on reasonable gas prices in order to be able to make their bills work.
02:33Diesel prices are through the roof as well.
02:36Fertilizer prices are through the roof as well.
02:39All because of this war.
02:41No other reason than the war.
02:43The prices are this high because of the war.
02:45It's farmers.
02:46It's small business owners.
02:48It's the American public who are paying the price, not Donald Trump.
02:52And so that's why the war is just wildly unpopular.
02:57Like, except for Trump's sort of hardline supporters, the folks who just don't believe he can ever do anything wrong,
03:05nobody wants this war.
03:06If you're in a red state or a blue state, this war is deeply unpopular because the American public are
03:12smart.
03:13They're smarter than a lot of my colleagues give them credit for.
03:16They know that a war with Iran is unwinnable.
03:18They don't want America stuck again in a quagmire, a stalemate in the Middle East.
03:25So how does Trump handle this?
03:28A deeply unpopular war, a war that he is losing, a war that is driving up prices for the American
03:37public.
03:38Well, this is how he handles it.
03:43He gaslights.
03:46He tells lies.
03:50And the essential gaslight is that the war is about to end.
03:57Don't worry.
04:00Yes, it appears that there is no end.
04:04It appears that you're going to have to continue to pay these prices forever.
04:08It appears that America has no end game.
04:11But don't worry.
04:13The war is about to end.
04:15And so I just want to go through this pattern for you because it is really important to talk about
04:21the fact that the White House is just not being straight with the American public about what's going on in
04:28this war.
04:29Over and over again, the president declares that the war is about to be over.
04:35He's not telling the truth.
04:37He normally declares that the war is about to be over on Sunday night or Monday morning, right before the
04:44markets open.
04:47But now that we are six months into this war, we can see the pattern.
04:56Let me go through it with you quickly.
04:58On March 23rd, Trump announces a deal.
05:03I'm just going to give you his quotes here.
05:05These are his words.
05:07He says the United States of America and the country of Iran have had over the last two days very
05:11good and productive conversations regarding a complete and total resolution of our hostilities in the Middle East.
05:18The market impact is immediate.
05:20That post sends oil prices tumbling nearly 11 percent.
05:26But there is no deal.
05:27He just made it up.
05:28Two days later, the United States military is back to conducting strikes.
05:35Quote, the U.S. Abraham Lincoln continues flight operations against military targets in Iran while sailing in regional waters.
05:42On March 30th, Trump announces another deal.
05:47This is Monday morning, right before the markets open.
05:50He says the United States of America is in serious discussions with a new and more reasonable regime to end,
05:58end our military operations in Iran.
06:03One week later, Trump posts that he's going to wipe out the entire civilization of Iran.
06:14A whole civilization will die tonight, he posts.
06:18Never to be brought back again.
06:20That's a war crime.
06:21The president is promising to kill millions of civilians.
06:26He tries to dial it back.
06:31But later on that same day, he's back to announcing a deal.
06:35Literally, I'm going to wipe out a whole civilization that morning.
06:39That night on April 17th, he says, well, we received a 10-point proposal from Iran,
06:43and I believe it is a workable basis on which to negotiate.
06:47A two-week period will allow the agreement to be finalized and consummated.
06:53Five days later, there's no deal.
06:56Trump announces a resumption of the war with Iran.
07:01Now, let's fast forward 10 days later to April 17th.
07:04He posts that a deal with Iran is imminent.
07:10This process should go very quickly.
07:12Most of the points are already negotiated, he posts.
07:15Two days later, the strikes start again.
07:20On May 5th, Trump says, great progress being made toward a complete and final agreement
07:27with the representatives of Iran.
07:29Complete is capitalized.
07:31Final is capitalized.
07:32Agreement is capitalized.
07:34Representatives is capitalized.
07:35Iran is capitalized.
07:37Two days later, the deal's off.
07:40Surprise, surprise.
07:41Every time Trump announces a deal is imminent, it just disappears.
07:49U.S. forces intercepted unprovoked Iranian attacks and responded with self-defense strikes,
07:54CENTCOM announces two days later.
07:57On May 25th, right before the markets open, a deal is imminent.
08:01Then, quote, negotiations with the Islamic Republic of Iran are proceeding nicely, right before the markets open.
08:08That same day, the United States military conducts strikes on Iran.
08:12Quote, the U.S. forces conducted self-defense strikes in southern Iran today to protect our troops from threats posed
08:16by Iranian forces.
08:19Next Monday, right before the markets open, Trump posts, Iran wants to make a deal.
08:25It'll be a good one.
08:26Just sit back and relax.
08:28It'll work out well in the end.
08:30It always does.
08:31How is this working out well for the American public?
08:35How is that working out well for the American public?
08:38The next day, there's no deal.
08:41The United States conducts strikes against Iran.
08:44On June 17th, Trump actually signs a deal, but it's not a real deal.
08:50He does this whole pomp and circumstance signing ceremony in Versailles.
08:56That deal was negotiated by diplomatic amateurs.
09:01There was nothing actually agreed to.
09:04There were words on a page, but from the literal moment the ink was dry, nobody could explain what they
09:11had agreed to.
09:12Most significantly, Iran thought that the agreement obligated Israel to stop its military operations in Lebanon.
09:21Israel did not agree to that.
09:24Iran thought that it had been given control of the strait in that agreement.
09:28Apparently, the American delegation didn't think they made that concession.
09:34Anyway, that agreement lasts 10 days.
09:37On June 27th, Trump posts that strikes on Iran have resumed.
09:42Let's just fast forward to the last week, because Trump is doing it again.
09:47On August 1st, Trump posts that the...
09:53I'm not sure that I transcribed this wrong or not, but it looks like he says the perimeters of a
09:59deal.
09:59Well, I'll give him credit that he said parameters.
10:01The parameters of a deal have been agreed to on August 1st.
10:06On August 2nd, the deal is imminent, having to do with the strait of Hormuz,
10:12and ultimately the denuclearization of Iran.
10:15The deal is imminent on the denuclearization of Iran.
10:18On August 4th, just a night or two ago, Trump tells Fox News,
10:24we're having very good discussions.
10:29Meanwhile, there are reports that Iran isn't even talking to the United States.
10:33Trump's saying a deal on the denuclearization of Iran is imminent,
10:37and Iran is saying we're not even in the room.
10:42I mean, we should not accept this level of gaslighting.
10:47The word of the president has to matter over and over again.
10:51On 11 different instances, Trump says a deal is about to happen.
10:56Don't worry. The war is about to be over.
10:58There's no deal.
11:03None of it is real, these promises.
11:06I wish it were real.
11:08I want to be clear about that.
11:10I want the war to end.
11:11I would basically support any agreement at this point to end this war.
11:17I was glad that the president got a ceasefire,
11:22but I could tell by the terms it wasn't going to last.
11:26It wasn't a real agreement.
11:28But at this point, many of us are willing to support almost any agreement.
11:33It'll be a humiliating agreement.
11:35It will be one in which Iran will essentially declare victory.
11:39But this war is a disaster.
11:43America is losing.
11:46Consumers can't afford to pay these prices.
11:49Businesses are going under.
11:51We had a record of farm bankruptcies in the last year.
11:56We look like a laughingstock.
12:01And we're running out of munitions.
12:04We don't have what we need to protect ourselves anymore.
12:11Reports are that we've gone through half of our tomahawks.
12:15Our allies in the region have fired 70 to 80 percent of their Patriot missiles.
12:21This is a crisis.
12:23It has to end.
12:26But maybe there's an explanation
12:30for why Trump continues to do this gaslighting,
12:35particularly right before the markets open.
12:40Trump announced, now a week or so ago,
12:43that if you pay him $100,000 a month,
12:51he will give you advance notice
12:56of American foreign policy decisions.
13:02I don't understand why that is acceptable to anybody in this chamber.
13:08If you pay Donald Trump $100,000,
13:13he will give you advance notice of America's foreign policy decisions.
13:21If we are about to sign a peace treaty
13:23and you give him $100,000 a month,
13:26he will give you advance notice of that.
13:28If strikes are going to resume against Iran,
13:31if you pay him $100,000 a month,
13:34he will give you advance notice of that.
13:39That is a subscription service for insider trading.
13:44And it is unquestionably lucrative.
13:49On August 1st, Trump posts that a deal is imminent.
13:53Remember, people still take him seriously.
13:55Not everybody knows about this history of gaslighting.
14:00On August 1st, Trump says a deal is imminent
14:03and the market impact is immediate.
14:05Oil prices fall by 5% right as the markets open.
14:11The next day, right before the markets open,
14:15Trump says again, the deal is imminent.
14:18Another 5% drop.
14:23And so you see how his statements move the market.
14:27And you can see how if you get advance notice of those statements,
14:32even by a few seconds,
14:36you can capitalize on that market movement.
14:40If you know that if Trump says a deal is imminent
14:44and the markets are going to move 5%
14:46and you pay $100,000 to Donald Trump
14:48to get that information early,
14:50you can make a boatload of money.
14:54And so maybe the war continues
14:57because Trump has found a way to monetize the war
15:01in a disgustingly corrupt way.
15:07I get that at some point we'd become immune to all of this.
15:14But can any of my Republican colleagues defend the president
15:19selling announcements from the White House
15:21for $100,000 a month in the middle of a war?
15:27Is any Republican senator willing to come down to this floor
15:31and defend the president of the United States
15:34setting up a subscription service
15:37for public policy announcements from the White House
15:39so as to advantage certain players in the marketplace
15:43who are willing to pay that amount of money?
15:48Of course not.
15:51And if you know in your heart
15:54that it is corrupt, that it is wrong,
15:57then you should say something about it.
16:02Because the war might be continuing
16:06not just because of incompetence,
16:10but because the president has found a way to make money.
16:14More people are going to pay him $100,000
16:17for these announcements in the middle of a war.
16:20Frankly, people would be willing to pay it absent a war,
16:23but he'll make more money during a war
16:27because his announcements clearly move the market
16:31in the middle of a very complicated conflict
16:35where the decisions of the United States government
16:39immediately change oil markets.
16:44The reason that this war is dragging on endlessly,
16:49it does matter.
16:51And my colleagues should care
16:54about Trump's insider trading subscription scheme.
16:59It's just so discouraging
17:01that nobody on the other side of the aisle
17:03says anything about this
17:05when the credibility of the White House
17:07and of our country is just getting destroyed and sullied.
17:14But my Republican colleagues should also care
17:17that the war is being waged
17:20with a level of embarrassing incompetence
17:25that is making America weaker,
17:28that's getting us nowhere.
17:31This body works best
17:34when the president's party stands up to him
17:38and says, enough,
17:41whether it's corruption or incompetence.
17:45That's what President Johnson's party did
17:48during the Vietnam War.
17:51It is actually what the Democratic Party did
17:55with President Obama
17:56during the late stages of the Afghanistan war
17:59when many of us
18:02decided that America had to withdraw
18:03and opposed President Obama's party.
18:06It's what many of us did here
18:08during the early stages of the war in Yemen
18:12that President Obama
18:13was bringing the American military into
18:17and many of us opposed it.
18:19got up on this floor,
18:20explained why we opposed it.
18:24Republicans can do that too.
18:27You can say this war has to end.
18:30You can say that the president
18:32should never, ever
18:35personally benefit
18:36from a conflict overseas.
18:39You can say that the president
18:40of the United States
18:41should not sell access
18:44to White House statements.
18:47it would make a big difference
18:50for our democracy
18:52and for the American people
18:56who are paying through the nose
18:58for the costs of this war
18:59if you did.
