00:00Then as we soaked up the sun on the 10th steps, that unforgettable Saturday morning,
00:06as the anthem drowned out my words as my father and all our sons and daughters witnessed the dreams of
00:14old turned into a new reality for all.
00:18And as our song echoed on Plaid Cymru placards across the bay, our story, 100 years in the making,
00:26turned from promise to progress, because that election wasn't the end of a campaign,
00:33but the beginning of our work to give flight to a nation whose wings have been clipped for far too
00:39long.
00:46So here, at the outset of our time in government, let's consider today the story of the Wales that is,
00:52its challenges and many opportunities, and of the nation we can build together.
00:58Now in May, the stars aligned in Wales, Scotland and the north of Ireland.
01:06The UK constitution now sits within a very different constellation.
01:12Three leaders of governments.
01:15Three countries with different journeys, but a shared principle binding us together.
01:22I do believe the new Prime Minister and I both wants to have a constructive and genuinely positive relationship.
01:30I've looked him in the eye and said, do not undermine Wales as a nation.
01:34Do not bypass our Senate.
01:36And he looked me in the eyes and promised he would not.
01:40I will hold him to that.
01:42Wales will hold him to that.
01:45So today, I can confirm that I have written to the Prime Minister with a formal ask.
01:51A new deal for Wales.
01:55A new deal to redress the historic unfairness of our fiscal and constitutional settlements,
02:01and to put Wales on an equal footing with Scotland as a bare minimum.
02:05A new deal, the first of its kind, whereby a Welsh first minister invites the UK government
02:12to genuinely treat Wales not as a region of England, but as a nation in its own rights.
02:26A new deal, a new deal to secure powers for a purpose.
02:32Not as an end in themselves, but as a means of growing our economy and improving outcomes for everyone.
02:39Powers over policing and justice, rail infrastructure, the Crown Estates, fiscal fairness, welfare.
02:48It remains my hope that the Prime Minister will listen in a shared spirit,
02:53and that he'll see that the respect agenda between the Welsh and UK governments must work both ways.
