Penelope and Blueberry finally know where the suspicious inmate transfers lead, but Warden Thorn is already responding.
After their investigation points toward Records Administration, Thorn introduces a new rule requiring administrative approval before anyone can access archived transfer files.
When Officer Cranberry asks who controls that approval, Thorn answers:
“I do.”
Soon Penelope and Blueberry discover the same new restriction and realize its timing may not be a coincidence.
Meanwhile, Cranberry independently begins questioning why a rule that didn’t exist yesterday suddenly appeared immediately after Penelope started asking about transfer records.
By the end of Episode 23, Penelope, Berry and Blueberry are forced to consider a dangerous possibility: the only person capable of getting what they need may be Officer Cranberry herself.
