Britain on Thursday (October 1) started releasing hundreds of prisoners as it seeks to relieve pressure on a prison system that is operating close to full capacity.

Around 700 inmates in England and Wales were freed in the latest phase of a plan designed to create headroom in prisons holding roughly 86,000 people, compared with an operational capacity of just under 89,000.

They are among some 4,500 offenders due to be released between now and June next year.

The scheme allows some offenders serving fixed-term sentences to be released after serving a smaller proportion of their term, although those convicted of rape, manslaughter and serious sexual offences are excluded.

Ministers say many of those released will be subject to electronic monitoring and other restrictions but victims and campaigners have expressed concerns over public safety.

00:17They have made significant investment to increase staffing,
00:20as I say, to give a wide range of tools with tags being the most obvious
00:24but also alcohol tagging, restrictions on the ability to say,
00:29go to the football or go out in the night-time economy.
00:31So really strong controls on individuals,
00:34backed up by our absolutely brilliant probation staff.
00:36That gives us the confidence to make the changes we're making
00:39and to make sure we're managing people strongly in the community.
