01:07And as you know, this is a time when all foreign ministers
01:12From across the world are gathered in New York
01:17And that annual ritual is what I have come for as well
01:24And what we normally do is really
01:30At the end of that exercise
01:34Sit down and, you know, share thoughts and impressions
01:40With the rest of the world
01:42And for me, you are the rest of the world today
01:46For that exercise

01:50Now when I came in
01:52Mark actually asked me, saying
01:54How does the world look to you
01:57And maybe that's a right place to start
02:01Which is, you know, you have the General Assembly
02:05Many of us, you know, meet our counterparts
02:07And, you know, this is really a very frantic week
02:11I think, in my case, I would have done

02:21And when I reflect on the state of the world
02:24And honestly, it didn't take that much reflection

02:33Because we have, right now, two major ongoing conflicts
02:39Each one of whom has a consequence
02:44For every country in the world
02:46These are conflicts with enormous repercussions
02:50On top of that, the situation in the Middle East
02:54Or West Asia, as we call it, remains very difficult
02:57In Africa, again, there are a number of conflicts
03:01Most notably Sudan, but others as well
03:04And a large part of the world faces
03:08What I, in my address to the General Assembly
03:13Called the 4F crisis
03:14Which is of food, of fuel, of fertilizers, and finance
03:20On top of this, supply chain vulnerabilities are growing
03:28SDG, the metric by which developing countries are measured
03:34In terms of the progress that they are making
03:36The SDG targets are falling behind
03:40And there's a great anxiety about technology
03:45So I wish I could have begun the talk
03:49On a more upbeat note
03:50But the fact is
03:53That it's a tough world
03:55Getting tougher by the day
03:56And the big countries
03:58Are setting the tone
03:59Now, having said that

53:18border determines the state of the relationship. You can't have tension, if not worse, on
53:23the border and say the relationship should be normal. So what we've had is, as the border
53:28comes back more towards normalcy, the relationship comes back more towards normalcy. And if the
53:34relationship comes back more towards normalcy, it helps both of us.
53:39In the few minutes we have left, there's a third important relationship of India's that
53:44I want to ask about, a country you served in, and so did I, Japan. Give us a sense of
53:50what
53:51you think the growing India-Japan partnership, which seems to be going from strength to strength,
54:02if I read it right, can do for the region. What's the role of the India-Japan partnership
54:11in the broader Asia or Indo-Pacific?
54:19I'll make three or four points here. One, we have an economic relationship, much more investment,
54:27you know. Many relationships are more trade-centric. Ours with Japan is more investment-centric.
54:36And that is growing and growing fairly rapidly because there is a recognition today in Japan
54:44that it's in their interest to have multiple sources of production. It's part of what I call
54:50diversifying the supply chain. So we do see today a push by Japanese companies to come
54:59in more significantly. Related to that would be my second point, which is particularly in
55:06technology. Semiconductors specifically, but not just that, to some extent chemicals, also
55:14some parts, other parts of advanced manufacturing. A sense that having today operations in India
55:22is something which would benefit them. You know, Japanese are not naturally given to this GCC culture.
55:29You know, that's much more a Western multinational mindset. But Japanese today, I can see Japanese
55:37companies really setting up shop in India with a view to using Indian talent and Indian partnerships
55:46with companies in areas like semiconductors, advanced manufacturing, etc. The third is on the security
55:56and defence. I mean, we are maritime powers. We are Indo-Pacific powers. And we are a country which
56:02actually has had a long and good history with Japan. You know, and I've always felt that the
56:11historical factor has been under-appreciated in our relationship. That if you ask in India,
56:18not now, historically, I mean multiple decades, you know, Japan has been consistently well-regarded
56:25and well-regarded across the political spectrum. You ask the extreme leftist parties, the extreme rightist parties,
56:31both would actually agree. It's a subject of consensus. So, given good history, given the consensus,
56:40and given our location and the challenges which are coming up, the defence and security side is growing.
56:49We have seen, you know, an effort really to, you know, I mean, you know Japan so well, you know,
56:58it's not at all easy to actually set up a defence trade relationship with them. We've been doing more exercises,
57:08much more shared activities. So we've actually had, I think, late last year or early this year,
57:16the Japanese Air Force doing its exercises in India. These are, by Japanese standards, very big steps, you know.
57:23So, there is, I mean, my reading would be that Japan also realises today the value of having more partners
57:34than its traditional partner.
57:35And it's, it's, it's again part of their diversifying their, their relationship.
57:44And certainly the Quad, and Quad provides a very good structure or institutional framework for that to happen.
57:55Because, you know, for, for the Japanese, you need a template which everybody signs off for these things to, to
58:02happen.
58:02And the fourth, I would say, is the, the societal interaction, you know.
58:08So we are, we are today trying to promote more exchanges, more students.
58:13Because our, our student numbers are very, very low in Japan.
58:17There's a lot of demand for Japanese language teaching in India.
58:21So they are trying to meet it. So I expect that to grow as well.
