00:24back to the nature of the landscape because that in many ways today will
00:29shape the debate and in outcome and I think nobody in the room would disagree
00:36with the fact that the landscape today is primarily marked by a radical
00:43repositioning of the United States a repositioning which is a posture of
00:49choice and where in a way it has deliberately become a lonelier power the
00:58second feature of the landscape is of course the rise of China China which
01:05sees itself as a unique country that is in a way both itself perception but in
01:12many ways also the reality and we are looking at very sharp competition that
01:21competition today not limited to these two countries has led to a weaponization
01:28of any leverage that any country has and that competition coexists with the
01:34complexity of interdependence so the the question in an interdependent world is who
01:42who who leverages what you know in any transaction is the supply does the supplier have leveraged that the consumer
01:51have leveraged do you get leverage by by dominating production do you get leverage by being having a great market
02:02share or having a purchasing power and the answer there is really the player with a greater
02:11command in a way of various factors one with greater commitment and determination is obviously the player who is able
02:21to leverage better so where the world is concerned I mean in particularly in the context of US China rivalry
02:31I think we are looking at what is often called the goldilocks scenario you don't want it to be too
02:38hot you don't want it to be too good
02:40you want it somewhere in between at the right temperature so where does this leave emerging and middle powers I
02:50would argue that today most of them are focused on diversifying and de-risking in every sense of the term
03:00not just their economy or their security but also building more resilient supply chains
03:09in many ways in many ways they are working out new arrangements they are developing agenda based cooperation
