00:01Northumberland's Chief Fire Officer says he is confident the service can improve after inspectors rated it inadequate in five areas.

00:25Keith Carruthers, who took charge in April, told councillors an action plan is in place and changes have already been

00:32More than 20 managers have been appointed and a priority board established to oversee improvement.
00:39Scrutiny members will review progress every six months until issues are addressed.
