In a matter of minutes, an ordinary night can turn into a fast-moving emergency.
The video shows floodwater surrounding a residential area as people gather at a building and help a woman and a small child up onto a roof.
"The incident happened while I was asleep with my son and his mom. I noticed it was raining, but I did not realize it was already flooding outside until the water started rising around us, even with my baby right beside me. We had to rush out immediately. I saw people on top of a roof, and they helped me get my baby and my wife up there. I climbed up after them as well," the filmer, Charles, told WooGlobe.
With the ground level no longer safe, the roof becomes a temporary refuge built on quick coordination.
