00:00So our proposal is about tackling the problem of long-term unemployment where
00:04you have people who could be working, should be working and are choosing not
00:08to. What the proposal involves is for six months you get to be on universal
00:12credit while you're job seeking as normal but after six months if you
00:15haven't gone into work the amount of universal credit you will get will fall
00:19by about a third and you move on to a benefits card but the exception to that
00:23is people who've already been working and contributing, we recognise their
00:27contribution, they get to stay on the full level of universal credit for longer.
00:31This is about fairness, fairness to taxpayers who are paying the bill,
00:36recognising people's contribution when they're working hard and making sure
00:40that our welfare system is a safety net not a lifestyle choice.
