00:10I think, firstly, I'll just make a few points.
00:13We don't know how many people are getting it wrong, therefore, because older people do not like to appeal.
00:21And the fact that so many more have appealed is itself instructive.
00:26They really don't like to appeal.
00:27Secondly, families try and appeal, and they're not allowed to, so they get knocked out.
00:31It almost isn't between the way that the department sees the aged care system working and the way that the
00:39aged care system and the older people and their families see it.
00:44The idea that it's pretty okay and we've just got a few TV problems and we're trying to sort those
00:49out, we feel good.
00:51That is really almost unique to the department.
00:54I actually don't know anyone who thinks this system is working well, and I don't think anyone would think that
01:02overturning a clinician and handing that over to a public servant in Canberra is actually the right way to go.
