00:02Before the House left Washington last night, lawmakers sent President Trump one more big
00:07piece of business — a sweeping new sanctions bill aimed at Russia and the country still
00:11buying its oil and gas. The House passed it 262 to 159, with 58 Democrats joining most
00:18Republicans in support. The bill targets Russian government officials, oligarchs and financial
00:23institutions, and it gives Trump the power to impose tariffs of up to 100 percent on
00:29the biggest buyers of Russian oil and natural gas, including, potentially, China and India.
00:35Some Democrats oppose the bill because they say that gives Trump too much new tariff authority.
00:41The Senate passed the measure 86 to 11 last month. It's now named for the late South
00:47Carolina Senator Lindsey Graham, who spent more than a year pushing the legislation before his
00:52death in July. Graham's successor, Senator Darlene Graham, called the final passage a big step
00:59toward ending the war. Congress has spoken with one voice and passed the Lindsey O. Graham
01:06Sanctioning Russia and Iran Act of 2026, a critical piece of legislation that will assist President
01:14Trump in his noble efforts to bring the Russia-Ukraine war to a close and allows President Trump to
01:22continue to apply economic pressure to the Iranian regime.
01:26Appeasement is not a strategy. And this bill is about imposing costs and making sure that America's
01:37strategic interests are protected. It is our national interest that is served by this bill,
01:44but it's also our values and our vision as Americans.
01:47And as that bill heads to Trump, Russia launched another major attack on Ukraine overnight.
01:53Missiles and drones hit Kyiv and other cities, injuring more than two dozen people across the
01:58country. Ukraine says its air defenses destroyed or suppressed 131 Russian targets,
02:04with strikes reported at dozens of locations.
