04:39Hindi po ganun eh. Ang sinabi ng Constitution, mga senador, kayo po ang magde-decide.
04:45Kayo po ang hari rito. Kayo po ang masusunod.
04:49A political question means a question that should be decided by the people.
04:55When a question should be decided by the people, then the Supreme Court should be hands-off.
05:01That's what's meant by a political question.
05:04Sa issue ng grave abuse of discretion, paliwalag ni Panganiban.
05:08Were you capricious? Were you whimsical? Were you arbitrary in making your decision?
