00:28Technology has rarely advanced faster.
00:33Yet for much of the developing world, economic uplift remains remote.
00:40Between the promise and the delivery lies a chasm that we must strive to close.
00:48More than a decade after the adoption of the 2030 agenda, progress remains deeply uneven.
00:56Too many countries are in debt, distress, or at serious risk of it.
01:03For too many people live in countries where more is spent on interest than on teaching the young or tending
01:12the sick.
01:12No nation should be forced to choose between honoring its debts and honoring its obligations to its people.
01:23Financing must be fit to purpose.
01:27Meeting basic needs and providing public goods should not leave countries carrying debts they cannot sustain.
01:34Commercial capital also has an important role provided it is deployed on sound and sustainable terms,
01:45including the initiative for new development bank and mechanisms to settlements or local currency settlements,
01:59which is important for us to proceed without delay.
02:03And, to my mind, also the potential of Islamic capital markets.
02:10May I humbly reiterate that we need to jointly act through concrete actions to dismantle the unfair trading practice.
02:22We need to share our development experience with fellow developing countries through technical cooperation,
02:32training in new fields of technology, including semiconductor and artificial intelligence.
02:39Green transition must reflect different national circumstances.
02:45Countries will move at different speeds and by different paths,
02:51depending on the circumstances and stages of development.
02:55We need to invest in technologies such as carbon capture, utilization, and storage as part of our own transition.
03:05Brics offer crucial geo-economic advantage in more ways than the term utility suggests.
03:16Brics generate the critical mass from a vast integrated market,
03:21opening up crucial opportunities for trade diversification,
03:25and more significantly enabling member economies to win off their over-reliance on traditional Western markets.
03:37At the end of the day, the synergies that are created, exploited, and optimally utilized
03:46will serve as an impetus for the generations of economic growth and shared prosperity.
03:55Excellencies, we cannot speak of inclusive growth and prosperity while war drives energy prices higher
04:05and threatens the sea lanes which our economy depends.
04:10The aggression perpetrated by Israel in the Middle East has already reached far beyond its protagonists.
04:17Countries with no part in this war are paying through insecurity, higher inflation, and economic uncertainty.
04:30Our position is clear.
04:33Sovereignty must be respected.
04:37Civilians protected.
04:39And the arteries of the global economy kept out of the battlefield.
04:44Those with the greatest capacity should shape events bear a particular responsibility to prevent further escalation.
04:55Malaysia-hoped Brics will plainly and will say plainly and unequivocally that any form of aggression against fellow countries,
05:08occupation, settler colonialism, or more in point, settler terrorism,
05:15cannot become destiny and no life weighs less for where it is lived.
05:24Brics can widen our choices and strengthen our capacity to shape the world around us.
05:30But influence is not an end in itself.
05:33It matters only if we are prepared to use it in service or the principles we profess.
05:41For Malaysia, strategy and autonomy means the freedom to choose our own cause
05:50and the courage to stand by that choice when it matters.
05:56As a partner country, Malaysia hopes to contribute in that spirit.
