00:45Sa katunayan, mula taong 2003 hanggang 2020,
01:36Majority of the 1,500 towns and cities in the Philippines
01:40are at the bottom of the slope from each of the islands.
01:47So there are uplands where all the rainfalls,
01:51tubig bahan will fall on that,
01:53but because we are deforested,
01:56more than 90% of our original forest cover is gone.
02:00All of that water goes down to the 16 major river basins and river systems in the Philippines
02:07and at the bottom of all of this are most of our towns and cities.
02:11Tignan natin ang Metro Manila bilang halimbawa.
02:15Isa itong low-lying floodplain.
02:57Reliance on gray infrastructure is not the ultimate solution
03:02which really needs to happen at the upper elevations.
03:06First, for reforestation.
03:08Second, to detain the rainwater before it gets down via dams,
03:14via detention ponds.
03:15To use bioengineering or nature-based solutions,
03:20the rivers and waterway systems that we have.
03:23Kapag sinabing nature-based solutions,
03:38In other progressive cities around the world,
03:41their nature-based flood mitigation and stormwater management
03:44is based on a network of parks and open spaces.
03:47Unfortunately, in our towns and cities,
03:50we have not built any major park,
03:53much less a park system,
03:54in the last 50, 60, 70 years.
04:03Stormwaters do not recognize political boundaries.
04:05Yet, we seek to address these problems.
04:09Oh, I'm the mayor of this town or this city,
04:11and I will solve the problems of flooding within our city.
04:15It just doesn't work that way.
04:16What is lacking is coordination and collaboration
04:20and the venues for such collaboration and cooperation
04:26is non-existent because of apparent lack of admission of accountability
04:34and responsibility across the board in all of our institutions.
04:40Nitong August 2026,
04:53river floodplains at inland wetlands.
05:08ng Sierra Madre Mountain Range Authority
05:10at sampung taong pagpapatigil sa logging,
05:13mining, infrastructure project
