00:00Birmingham's row over flags has moved to the High Court but the council's attempt to secure an
00:06injunction has been delayed. Judge Emma Kelly said the case against individual defendants had not
00:13been set out clearly enough for them to respond fairly. The council is seeking restrictions on
00:19authorised flags, banners and signs attached to lampposts and other highway structures.
00:24Its application names Raise the Colours organiser Ryan Bridge, six other men and people
00:30unknown who may take part in similar activity across Birmingham. The authority says its case
00:36is about public safety, highway management, staff welfare and community cohesion. Raise the Colours
00:43describes its campaign as patriotic and says the displays promote unity. Bridge told the court he
00:49had received papers just days before the hearing. The judge questioned both the clarity and urgency
00:56of the council's application, ordering its lawyers to specify what each defendant is alleged to have
01:02done and where the supporting evidence can be found. Two defendants gave interim undertakings
01:09not to attach flags. Case has been adjourned until the 30th of September. The council says the delay
01:17will allow all parties to consider the evidence and attend proceedings. Until then, the legal dispute
01:24over Birmingham's flagging campaign remains unresolved.
