Following a fatal building collapse in Delhi, student protests have erupted as rescue operations continue to retrieve individuals trapped under the debris. Chief Minister Rekha Gupta announced strict action, confirming the arrest of the building owner and the immediate suspension of five Municipal Corporation of Delhi officials ranging from deputy commissioner to junior engineer. Authorities have also ordered the sealing of fifth floors on similar structures and proposed periodic structural safety audits. An eyewitness and first-year student from Atma Ram Sanatan Dharma College, Rishit Ratodia, recounted the incident, sharing that his friend Atharv Rawat from Chhattisgarh remains trapped under the rubble. Ratodia stated that several new students who recently relocated for the academic session were inside the building, which housed a library and shops, when the structure collapsed. Concerns were raised regarding emergency response delays, crowd control issues, and structural compliance in student residential areas across the capital.

00:00Let's go across now to the details that are coming in from on the ground.
00:04There are protests that are broken out, college students have come out.
00:08It's also a location where due to elections are coming forth,
00:12so some protests by the students as well.
00:14Some breaking news is coming in, ladies and gentlemen.
00:16I want to bring to you what the Chief Minister of Delhi has said.
00:19Chief Minister Rekha Gupta, who was here yesterday as well and today as well,
00:23and ensuring strict action, she has said,
00:25has ordered comprehensive action following the incident,
00:28and continuously monitoring the rescue, relief and safety measures.
00:31Building owner has been arrested.
00:33So that's the latest confirmation coming in from the Chief Minister's office.
00:37The building owner has been arrested.
00:39Legal proceedings are underway.
00:41Five MCD officials, different designations,
00:43from Deputy Commissioner to Assistant Engineer and Junior Engineer
00:47have been suspended with immediate effect.
00:49And if there is a fifth floor on any building,
00:52that have been ordered to be sealed.
00:53Anshul continues to be with us.
00:55Anshul, so that's the latest.
00:57A policy seems to have been announced that if there are fifth floor across such buildings,
01:02they will be ordered to be sealed.
01:04A policy will be brought to make periodic structural audits.
01:07No public activity prevented.
01:09But I want to look at the five MCD officials who have been suspended from duty.
01:13It's a rightful action.
01:14But many would say it's late.
01:16It's delayed.
01:16Too little, too late.
01:17It's definitely too little, too late.
01:19And we have seen in several such tragedies that have happened in the national capital over the past many years.
01:23For example, the old Rajanagar case in which the flooding had happened.
01:27In that case as well, the government came down very strongly and said that we will suspend the officers.
01:31But eventually what happened, they were taken back to their jobs and they were continuing with their jobs.
01:35Similarly, we saw what happened in Malviya Nagar recently where yet again the Chief Minister said almost similar things what
01:41she said here this morning that we will take action.
01:44There will be a panel that will be made that will go into all the buildings, safety audit.
01:48They will carry out a safety audit.
01:49But that definitely did not happen over here.
01:51So, even after the statements that have been made from the side of the Chief Minister's office, what remains to
01:56be seen as to how much of it would actually be implemented on the ground.
01:59Because in previous cases, the experience has not been very good.
02:02We learn lessons, we announce inquiries and then we forget about it.
02:05I want to get in some voices.
02:07There's a young man here.
02:08If I can bring you here.
02:11Come here, come here.
02:11Tell me about, are you living here?
02:13Yeah, I've been living here for the past few months.
02:15And I'm just a first year student like all of the others that died in that building.
02:19And it's a whole mess around here.
02:21As many people are watching here, there were 30-40 students.
02:24There were many more.
02:25Imagine, like there were 20 people in one floor.
02:28There were 5 stories.
02:29Plus there was this restaurant just below it.
02:32There was this tea stall.
02:32There was this library where people were studying.
02:34We were not ready for it.
02:35We were not aware of it.
02:37It was our own fault, we can say.
02:39Because the kids didn't have awareness that they were working inside.
02:42The kids didn't know.
02:43In fact, the whole area of the people, who are living here, will tell them.
02:47But the kids and mostly people now know when the building fell in, that they were working inside.
02:51There were a lot of people.
02:52And you have confirmation that they were all young students, possibly first-year students?
02:56They were first-year students.
02:57Yeah, my friend was in there.
02:58We had a plan to go out to Kutuminar by 2 p.m.
03:02By 1 p.m. he messaged me that he's bathing and he'll be there in a minute.
03:05The next minute we saw the building was collapsed.
03:08Your friend was in there, as in caught in this?
03:10He is in there.
03:11He wasn't.
03:12He is.
03:12He is.
03:13He is.
03:14He's got caught in the building right now?
03:15Yeah.
03:15Yeah, he is in the rubble and he's not been found yet.
03:18He's not been put in any of the details about him?
03:20His name is Atharv.
03:22Atharv Rawat from Chhattisgarh.
03:23He studies in my college only, but...
03:25His college is this if not?
03:26ARSD.
03:26Atmaram Sanathana.
03:27That's right opposite.
03:28Yeah, it's the right opposite of the metro station.
03:30And there were a lot of attempts, but he's not been found yet.
03:33He called me from inside there.
03:35I was not able to pick up because our phones were not charged.
03:38We were not ready for anything.
03:39The people that were stuck inside there, his phone was only a few hours ago.
03:43When did you talk about your phone last night?
03:453.30.
03:463.30.
03:46So that means two hours later?
03:49Yes, two hours after the incident, he was there.
03:51He was alive.
03:52But I don't think he is...
03:54But you have contacted him?
03:57Yes, a lot of people have tried to do it.
03:59How is it going?
03:59How is it going?
03:59There was a tone?
04:00No, it was a tone, but the phone switched off.
04:02Because of course, the batteries have been down.
04:04And he was down there, I guess, in the library or something.
04:08He was studying.
04:09There was a library also inside?
04:10Yeah, there was.
04:11There are a lot of rumors, but it's not true.
04:13And it's not that there were only 30 people inside.
04:16There were a lot of people inside.
04:18There were people who were not supposed to be there.
04:20In fact, I was drinking tea down there 10 minutes prior to the incident.
04:23And it was just my gut feeling that I should have some lunch.
04:27When I went to lunch, I just had one swallow and all of it just came down.
04:33What is your name again?
04:34So I'm Rishit Ratadya from Udhapur, Rajasthan.
04:36Rishit Ratadya from Udhapur, Rajasthan.
04:38So what happened was your friend from Udhapur, you said that there was two hours.
04:44Yes.
04:45After that, there has been no contact.
04:47Survivors have been left here.
04:48He's not among the survivors.
04:50He's not among the survivors.
04:51Because survivors, all of the survivors have been left here in the upper floors, 4th or 5th or 5th floor.
04:55Those kids have been found on the terrace because they haven't come down to Malabia.
04:58Those kids who were on the 1st or 2nd floor, all of them have come down to the beach.
05:02Which floor was on Atharv?
05:04Atharv was on the 2nd floor.
05:06When I talked about it, his room 20 something was there and he was just a new guy.
05:11He shifted from 36th house.
05:13When?
05:14One week.
05:15One week back here?
05:16One week back here.
05:18One week back here.
05:19And...
05:19When his parents knew that they were on the train, they were on to a function.
05:24They were on to a function.
05:25They are now coming here but we are not able to find here.
05:28If I can ask and I understand these are tough questions to ask that the bodies that have
05:32been pulled out, there is no confirmation at least.
05:35No, no, no.
05:35Actually, the bodies that are pulled out are not identified by any chances.
05:38There were two bodies that were pulled out in front of my eyes.
05:41One body was just a pair.
05:44The people who saw it was just a pair.
05:47The other body was just a pair.
05:49We can imagine how our waist is in front of my eyes.
05:52His waist was back and his legs were back.
05:54He must have been disturbed.
05:55Yeah.
05:56And his intestines was out.
05:57It was really disturbing.
05:58All of them are almost bigger.
06:00As the video surface is happening, the kids are making videos.
06:04But still, they are...
06:05Do you...
06:06How are you keeping hope?
06:08Because you know someone...
06:10For honest...
06:11To be honest, like, I don't think there is any hope there.
06:14I don't think he has been able to talk.
06:16He has been able to drink or food, whatever.
06:18But there is no air down there.
06:20He is inside a lot of tons of rubble.
06:23I know he is maybe alive, maybe dead, until found.
06:27There are a lot of students there.
06:28Can you tell me a little bit about Athar?
06:30What do you know?
06:31What do you remember?
06:32Okay, so...
06:32He is just a normal guy.
06:34He is a decent guy from Satyashgarh.
06:35And he just shipped it, I guess, one week ago.
06:38We just met the day before that incident took place.
06:41And we just had a quick plan that, okay, let's just go to old Delhi.
06:44And let's just...
06:45In the same area, let's just go out and have tea.
06:47Yeah, let's just have tea.
06:48And because it had a very prominent tea culture right there.
06:51Because just beside the building, no?
06:54Tea stall, there were shops, there were libraries.
06:56People don't know what happened.
06:58But still,
06:59When this incident happened,
07:02Shout out to the private companies.
07:04Blinkit's ambulance came.
07:06No other ambulance was there.
07:08Blinkit's 12-13 ambulance was all in the street.
07:10When I personally called Blinkit's ambulance,
07:12When they asked me what happened,
07:13I told them that there was a building.
07:14They sent 3-4 ambulance only on this call.
07:19Before any other ambulance could come.
07:21Before any police could come.
07:22Just for information,
07:23Police kiosk is around 100 meters away from this place.
07:26Yet police was 30 minutes away from it.
07:28When they came,
07:29They started to kill people.
07:30That was expected.
07:32That was it.
07:32What we could do,
07:34We had a little bit.
07:34That could be crowd control also.
07:36That could be crowd control.
07:37But yeah, it caused a stampede.
07:39Oh, it did.
07:40It did.
07:40So a lot of people caught it there.
07:42He's making a very important point.
07:43Because this is the start of a fresh college season.
07:46So this is the time,
07:47Because September is the time when students actually join colleges.
07:50So some of them like you,
07:52Would have come to Delhi for the first time to stay.
07:55We didn't know anything about the area.
07:57We all had hopes.
07:59It was Sunday.
08:00Everybody was sleeping down there.
08:02Might be in the bathroom.
08:03Might be washing some clothes.
08:05There was a lot of tension here last night.
08:07Yes.
08:07We have a lot of tension.
08:08But our parents have a lot more.
08:10Our building is okay.
08:13But we cannot trust anybody here.
08:15I wish you all the best.
08:17And I hope that you will be safe.
08:19And I hope and let's pray that Atharv also is safe.
