Search and rescue operations have been underway for over eighteen hours following a building collapse in Delhi's Safdarjung area. Heavy machinery and Delhi Police K9 squads have been deployed to locate and rescue trapped victims, with ambulances transporting the injured to Safdarjung Hospital and AIIMS. The incident has raised serious questions over civic negligence and illegal commercial operations in the residential zone. Locals revealed that the collapsed structure had previously been sealed as unsafe for a year before reopening in August to house first-year college students while basement renovation was underway. Surrounding multi-storey hostels also operate in blatant violation of MCD building bylaws and safety norms.

00:00Well, the situation remains very, very serious and very, very grim even at this point in time.
00:04More than 18 hours has gone by and still the search and rescue operations are underway.
00:08I'll just move out the frame and try and show you in the visuals behind me.
00:11You can see that now heavy machine trees are finally being used to make sure
00:14that the large pieces of debris that has been collected over here,
00:18that could be removed at the earliest.
00:19Canine squads of the Delhi Police have also been deployed over here.
00:22The job of the canine squad is to actually make sure
00:25that they identify the exact locations where people are stuck
00:30and then from there, precise surgical operations are being done
00:33to make sure that the debris does not slip off
00:35and people who are stuck beneath it, they are rescued safely.
00:39Apart from this, if we talk about the peripheral area of this area,
00:44I'll just try and show you in the visuals,
00:45one after other, there are ambulances that have been placed throughout this entire area.
00:50As soon as a person is taken out, they are taken in these ambulances
00:54and are either taken to the Subjajang Hospital or Ames,
00:57which is just 15 minutes away from the spot.
00:59But one interesting picture that I'd like to show you is this building.
01:03You can see this boat that has now been covered with clothes.
01:07This is Hostel Days.
01:09The same building that has collapsed,
01:11it is being operated by the same people in the same manner.
01:15In this building, you can also see that this building actually goes ahead
01:18and bypasses every building bylaw that has been made by the MCD.
01:23In this entire area, ground plus three floors are allowed
01:26but this building is at least ground plus five floors
01:29and this is a girls hostel that is being operated from here.
01:32Even the entry exit, if I could just show you in these visuals,
01:35the entry exit is not more than two feet in length.
01:38There are no emergency exits.
01:40Yet again, this entire building is being run in a very, very illegal manner
01:45with very few people actually batting an eye
01:48as to how these buildings are being allowed to operate in this area.
01:51Remember, this entire area of Satya Niketan is actually a residential area.
01:56So any sort of a commercial activity is absolutely not allowed.
01:59And I'll just try and show you in the visuals,
02:00all these buildings that you are seeing on your screens right now,
02:03all these buildings are being operated in a manner
02:07which is absolutely, absolutely illegal in nature.
02:10The building bylaws have absolutely been taken to task in this entire area.
02:15and all these buildings where commercial activities are not allowed.
02:18You cannot have any commercial activities in a residential building
02:21but in all these buildings, commercial activities are going on.
02:24The biggest question is, does the MCD not know?
02:27Does the local police not know that such operations are being done over here,
02:31that such illegal buildings are being operated over here?
02:34How are all these buildings being allowed to operate over here?
02:37Specifically, the building that has collapsed,
02:39the locals of this area are saying that over the past one year,
02:42the building was actually sealed and it is only in the month of August
02:45that the building was opened yet again.
02:48Students from first year who were attending first year of college,
02:50they came over here, they were residing in that building
02:54and construction work, renovation work was being done in the basement itself.
02:58Once the building was already earmarked as unsafe,
03:01it was opened yet again for people to stay inside it
03:04and for commercial purposes, this is a big, big question.
03:08Who were the people who were involved?
03:10Does the local police beat officer does not know it?
03:13Does the MCD officers of the area does not know it?
03:16Obviously, all of them know it
03:17and definitely this is a very, very clear case of corruption
03:19that can be seen over here on Ground Zero.
03:23It remains to be seen if at all this time.
03:25Any sort of a tangible action that could be taken
03:28from the side of the government
03:29which would actually set an example for all these corrupt officers
03:32who were involved in such massive, massive negligence
03:35and negligence due to which life of people are at stake day in and day out.
