Senator Mark Villar is pushing for the immediate passage of Senate Bill No. 2426, or the proposed Comprehensive School Safety Act, following a series of school violence incidents that killed students and school personnel across the country.

Villar said the measure seeks a comprehensive, whole-of-society approach to preventing, responding to, and recovering from various threats and emergencies, while protecting the physical, mental, psychosocial, health, and digital well-being of learners and school personnel. 00:00The next incident of the schools must be a comprehensive and holistic solution to this issue.
00:13We can see how easy it is for children to have access to barrels and deadly weapons.
00:22Mr. President, we thank our sponsor, Senator Bam Aquino, for his help in the situation of our parliament.
00:35The Comprehensive School Safety Act addresses every concern that has been raised by our stakeholders,
00:41including relevant agencies, school personnel and administrators, and especially the parents of our children.
00:48We are equally grateful to Senator Bam for his inclusion and consideration of this representation's
00:55two bills which address the two distinct facets of school safety.
01:00One, the mental health and well-being of our learners.
01:03And two, the safety infrastructure and proactive security protective measures.
01:10Mr. President, as reflected in the bill I filed, which is Senate Bill 2321
01:14or the Learning Institutions Guaranteed Threat Avoidance and Safety or LIGTAS Act.
01:21And consequently, in the committee report, there will be increased presence of police
01:25and emergency response teams with or around school premises to support security inspections,
01:32threat assessment, and safety operations.
01:35This bill will also mandate the installation of safety-related facilities such as CCTVs and metal detectors.
01:42It is also a welcome development, Mr. President, that the committee report took into consideration
01:49another bill which I filed, Senate Bill 2133 or the Student Guidance Counseling Act,
01:55emphasizing the need for professional interventions by mental health experts
01:59to manage the worsening mental health-related crisis among the youth,
02:04addressing the problem at its roots before it turns into a large-scale issue.
02:10Mr. President, the Comprehensive School Safety Act provides a comprehensive,
02:15whole-of-society, and all-hazards framework for school safety,
02:19covering prevention, response, recovery, and protecting the physical,
02:24mental, and psychosocial health and digital safety of learners and school personnel.
02:30I highly support the enactment of this bill, Mr. President, and I implore our colleagues to do the same
02:36as the school environment has recently proven to be a precarious place for our children
02:42as well as for teachers and school personnel.
02:46As for their teaching load,
02:49as for teachers and school staff,
02:53as for teachers and students,
02:55as for students,
02:56as for Jupy Tire Ph.
02:57I also bear in mind einen臨ans.
