00:21It ensures that our learners and school personnel are emotionally and mentally equipped to excel

00:27even in the face of these modern challenges.

00:31The need for this legislation is urgent and undeniable.

00:35Globally, mental health concerns are escalating.

00:38In the Philippines, the statistics are alarming.

00:42Seventeen percent of our young people have contemplated taking their lives, yet less

00:49than one percent sought professional help.

00:52This law aims to bridge that gap by embedding mental health services directly into our

00:58schools, our nation's first line of defense against mental health issues.

01:04Through this act, schools will become sanctuaries of learning and of well-being.

01:11Care centers staffed by trained professionals will provide counseling and stress management

01:16workshops, and implement programs to reduce stigma around mental health.

01:22Learning and non-teaching personnel will have access to resources that empower them

01:26to support students while safeguarding their own well-being.

01:31When our learners and school personnel are mentally healthy, academic performance improves,

01:38absenteeism decreases, and a culture of compassion and understanding flourishes.

01:44Beyond being a safeguard to our youth and school personnel, this law is also an investment

01:50in the intellectual, emotional, and social future and development of our nation.

01:55Let us not underestimate the economic and social costs of neglecting mental health.

02:01Globally, mental health challenges could cause 16 trillion in losses by 2030.

02:08Locally, the toll is evident in decreased academic outcomes, burnout, and turnover rates

02:15among students and school personnel.

02:18This act will help in reducing such losses, making our students more productive and ready

02:24to contribute to nation building.
