00:14stood atop the hundreds made before on the same issues.
00:19Now this is the person tasked with ensuring they're acted on, not shelved.
00:24I can completely understand that there is a level of scepticism out there,
00:29about whether Defence and DVA can actually make that significant cultural change that's needed.
00:35Penny Mackay is the Commissioner of the new Defence and Veterans Service Commission,
00:40an agency born from a Royal Commission recommendation.
00:44This is not a problem that Defence and DVA can be trusted to solve by themselves.
00:52We have seen too often that Defence's default position is to defend Defence.
00:57Her job, continue its legacy by reducing suicides and improving wellbeing for veterans.
01:04That encompasses culture, sexual violence, misconduct, transitions to civilian life
01:11and delays in compensation and service claims.
01:14Do you think that Defence is capable of a cultural U-turn?
01:18I'm not naive that changing culture in such a large and diverse workforce is an easy task.
01:27So I don't think that it's impossible, but neither do I think it's simple.
01:31The DVSC, which has powers akin to a Royal Commission, will focus on systemic issues, not individual cases.
01:40Among the first to be reckoned with, military sexual violence.
01:44The Commission will lead a landmark inquiry later this year.
01:48Do you have any messages to victim survivors of military sexual violence out there about what that inquiry is going
01:55to deliver for them?
01:56I do want this inquiry to be future focused. I want us to focus on what we can do to
02:01make change, how we can change the system so it doesn't have the impact that it's had on those people
02:07with lived experience to date.
02:09I think we're going to hear some really traumatic, disturbing experiences from people with lived experience of military sexual violence.
02:17The Commissioner is promising she's got teeth and she's not afraid to make findings that could upset authorities.
02:24Proof of that in her first meeting with her hand-picked advisory group as she prepares to grade the Government
02:31on its implementation of the Royal Commission's recommendations.
02:35What I can tell you is that a number of the recommendations that have been reported as fully implemented possibly
02:44won't be reported as fully implemented by the Commission.
02:47With hopes of change riding on this new Commission, she says she doesn't take her responsibility lightly.
02:54I hope that that hope is not displaced. I will do everything I can to make sure that it's not.
