00:38But societies do have patterns.
00:40When a country modernizes quickly,
00:43becomes proud of its new strength,
00:45then enters a war expecting triumph,
00:48and instead gets humiliation,
00:51economic stress,
00:52dead soldiers,
00:53returning veterans,
00:54and no satisfying victory,
00:56the public often does not become wiser.

03:17Before the First World War,
03:19Germany was a rising power
03:21with fast-growing industry.
03:23The edge it had in science,
03:25engineering,
03:26education,
03:27and manufacturing
03:27gave Germans
03:29real reasons
03:30to feel proud.
03:31But at the same time,
03:33Germany had become
03:34strong enough
03:35to compare itself
03:37with Britain and France.
03:38And comparison
03:39is a dangerous sport.
03:42Britain had the biggest empire.
03:44France had old prestige.
03:47Both had colonies,
03:48sea routes,
03:49global reach,
03:50and the place
03:51at the table
03:52that Germany wanted.
03:53So,
03:54German nationalism
03:55grew out of
03:57a strange emotional mix,
03:59achievement,
04:00and grievance.
04:01We have done so much.
04:03Why are we still
04:05treated as second rank?
04:07This is exactly
04:08the kind of feeling
04:09that later
04:10appeared in Putin's Russia.
04:12After the chaos
04:14of the 1990s,
04:15many Russians
04:16really did feel
04:18that life had improved.
04:19cities looked better,
04:21shopping malls opened,
04:23people traveled more,
04:25oil and gas money
04:25filled the budget,
04:27Moscow became rich
04:29and shiny,
04:30the state paid
04:31salaries on time,
04:33the humiliations
04:34of the Soviet Union
04:35collapse
04:35seemed to fade.
04:37But again,
04:38that improvement
04:39produced a new question.
04:40If we have recovered,
04:42why are we not feared
04:45and respected
04:46like before?
04:46That is the key word
04:49respected.
04:50In Russia,
04:51it still has the old
04:53imperial meaning
04:54and translates as
04:56obeyed and feared.
04:58This is where
04:59the early 20th century
05:01Germany
05:01and today's Russia
05:02begin to resemble
05:04each other.
05:05Both countries
05:06had real progress,
05:07but their political
05:09cultures
05:09turned their real
05:11achievements
05:11into craving for more.
05:13The more they gained,
05:15the more they felt
05:16deprived.
05:17The state
05:18did not say,
05:19look,
05:20life is getting better,
05:21let's build
05:22a normal future.
05:24It said,
05:24look how strong
05:25we are becoming,
05:27now the world
05:27must make room
05:28for us.
05:29And when the world
05:31did not move
05:32aside politely,
05:33resentment
05:34deepened.
05:35In Germany,
05:36Kaiser Wilhelm II
05:37wanted what was
05:38called
05:38world policy.
05:41His plan for Germany
05:42was build
05:43its own fleet,
05:44seek overseas
05:45colonies
05:46and show
05:46that it belonged
05:47among the great
05:48imperial players.
05:50In Putin's Russia,
05:51the language was
05:52different,
05:53but the hunger
05:54was familiar.
05:55Russia wanted
05:56a sphere of influence.
05:58It wanted
05:58neighbors,
05:59Ukraine,
06:00Georgia,
06:00Moldova
06:01or the Baltic states
06:02to obey its gravity
06:04and the West
06:05to stay away.
06:07The tragedy
06:08is that
06:08both societies
06:09confuse dignity
06:11with domination.
06:12A person
06:13with dignity
06:14does not need
06:15to force everyone
06:16at the table
06:16to admire him.
06:17But imperial
06:19resentment
06:19treats someone
06:21else's freedom
06:22as an insult.
06:23That is why
06:24Ukraine became
06:25so unbearable
06:26for Putin's Russia.
06:27Ukraine was
06:28not only
06:29a neighboring state
06:30but a living
06:32alternative.

06:33that people
06:34who speak Russian

07:17That victory
07:18helped unite
07:19the German
07:20empire.
07:21It became
07:21emotionally
07:22property
07:23passed down
07:24to children.
07:25The next
07:25generations
07:26did not
07:27defeat
07:27France
07:28themselves
07:28but
07:29they could
07:30feel
07:31as if
07:32they
07:32owned
07:33the glory.
07:34That is
07:35the trick.
07:36The state
07:36takes an
07:37older victory,
07:38polishes it
07:39and hands it
07:40to people
07:41as identity.
07:43Putin's Russia
07:44did the same
07:45with the Soviet
07:46victory in the
07:46Second World War.
07:47Victory Day
07:49stopped being
07:49a day of
07:50mourning
07:50and memory
07:52and became
07:52a lavish
07:53public celebration
07:54with parades
07:55and school
07:56rituals,
07:57all of which
07:58taught the
07:59same lesson.
08:00We are the
08:01heirs of
08:02the great
08:02victorious people.
08:03And if we are
08:05heirs of victory,
08:07then anyone
08:08who resists us
08:09must be
08:10a neo-fascist.
08:11The same
08:12mechanism
08:12worked through
08:13culture.
08:13In Imperial
08:14Germany,
08:15patriotic art,
08:16theater,
08:16music,
08:17monuments and
08:18newspapers
08:18fed a young
08:19nation with
08:20images of
08:21heroic ancestors
08:22and national
08:23destiny.
08:24In Russia,
08:25the state
08:25sponsored its
08:27own version.
08:28Films about
08:29heroic security
08:30officers,
08:31imperial maps,
08:32orthodox
08:33patriotic
08:34ceremonies,
08:35endless documentaries
08:36about western
08:37plots,
08:38and school
08:39lessons where
08:40war became
08:41the center
08:41of civic
08:42identity.
08:43The message
08:44was
08:44your life
08:46may be
08:46small,
08:47but your
08:48country
08:48is
08:49great.
08:49And for
08:50many people
08:51this message
08:52is addictive.
08:53Imagine a man
08:55whose life
08:55has no
08:56visible victory.
08:57He works
08:58a dull
08:59job
08:59in a
09:00great town
09:01and has
09:02very limited
09:02options to
09:03make his
09:04future better.
09:05Then the
09:06television tells
09:06him
09:07you belong
09:08to a
09:08civilization
09:09that
09:09defeated
09:10Nazism,
09:11conquers
09:12space,
09:13frightens
09:13Neda,
09:14and carries
09:15a sacred
09:15mission.
09:16He sits
09:17on the
09:18couch,
09:18but emotionally
09:19he stands
09:20on a
09:21parade
09:21square.
09:22This is
09:23why
09:23patriotic
09:24propaganda
09:24works even
09:25when it
09:26gives people
09:26nothing
09:27practical.
09:28It offers
09:29them
09:29something
09:30more
09:30valuable,
09:31status
09:32and
09:32purpose.
09:34The
09:34short
09:34war
09:35illusion
09:38Germany
09:39entered the
09:40First World
09:40War
09:41with
09:41confidence.
09:42Its
09:43military
09:44planning
09:44was
09:45built
09:45around
09:45speed.
09:46Strike
09:47fast,
09:47defeat
09:48France,
09:48then turn
09:49east and
09:50solve
09:50the problem
09:51before the
09:52country's
09:52weak points
09:53became
09:53fatal.
09:54Because
09:54Germany
09:55did have
09:56weak points.
09:57It had
09:58brilliant
09:59industry,
09:59but fewer

10:32weak
10:32politicians.

10:34the
10:34plan
10:35was
10:35built
10:35on
10:36contempt,
10:37on
10:37the
10:37assumption
10:38that
10:39Kiev
10:39would
10:39fall
10:40in
10:40a
10:40few
10:40days
10:41and
10:41the
10:41government
10:42would
10:42run.
10:43This
10:43is how
10:44propaganda
10:44becomes
10:45strategy.
10:45For
10:46years,
10:47Russian
10:48television
10:48said
10:48Ukraine
10:49was
10:49not
10:50a
10:50real
10:50state.
10:51Ukraine
10:51identity
10:52was
10:52artificial.
10:53The
10:54government
10:54was
10:55controlled
10:55from
10:56outside.
10:57So
10:57when
10:57the
10:57invasion
10:58began,
10:59the
10:59Kremlin
10:59was
11:00attacking
11:00the
11:01cartoon
11:01of
11:02Ukraine
11:02it
11:02had
11:02drawn
11:03for
11:03itself.
11:04Germany
11:04had
11:05its
11:05own
11:05cartoon.
11:06It
11:06imagined
11:07a
11:07war
11:07where
11:08discipline,
11:09planning
11:09and
11:09national
11:10energy
11:10would
11:11defeat
11:11the
11:12messiness
11:12of
11:12its
11:13enemies.
11:13But
11:14the
11:15enemy
11:15did
11:16not
11:16behave
11:17as
11:17expected.
11:18Belgium
11:19resisted.
11:19France
11:20did
11:21not
11:21collapse
11:21fast
11:22enough.
11:23Britain
11:23entered
11:24the
11:24war.

11:25plan
11:26began

12:27nation

12:28idea of
12:29endurance
12:30and
12:30eventual
12:31victory.
12:32People
12:32knew
12:33there was
12:33suffering,
12:34they saw
12:35wounded men,
12:36they felt
12:37shortages.
12:38But
12:39the
12:39official
12:40frame
12:40told
12:41them
12:41the
12:41sacrifice
12:42had
12:42meaning
12:43and
12:44the
12:44army
12:44remained
12:45strong.
12:46This
12:46is how
12:47a society
12:48can be
12:48exhausted
12:49and still
12:50shocked
12:50by defeat.
12:52Russia's
12:52version
12:53is more
12:53modern,
12:54but the
12:55mechanism
12:55is the
12:56same.

12:58the army
12:58advances,
12:59officials

13:01captured
13:01villages,
13:02the goal
13:03is to
13:03make the
13:04public
13:04feel
13:04that
13:05Russia

13:19TV
13:19gives

13:20exactly

13:22reinforcing
13:22the
13:23same
13:23emotional
13:24message,
13:24we are
13:25under
13:25attack,
13:26but we
13:27are
13:27winning.

13:31important

13:32Russian
13:32case.
13:32They
13:33are
13:33strongly
13:34pro-war,
13:34but
13:35some
13:35of them
13:36see
13:36enough
13:37from
13:37the
13:37front
13:37to
13:38understand
13:38that
13:39the
13:39official
13:39picture
13:40is
13:40false.
13:41They
13:42complain
13:42about
13:43fake
13:43reports,
13:44useless
13:45assaults,
13:46failed
13:46logistics and
13:47commanders who
13:48hide reality

14:19rage.
14:21The
14:21betrayal
14:23After
14:26the
14:26First
14:27World War,
14:28millions
14:28of
14:29Germans
14:29could
14:30not
14:30accept
14:30that
14:31their
14:31army
14:31had

16:22Armenia.

16:23these
16:23accusations
16:24will
16:25contain
16:25pieces

16:29dangerous

16:31hide

17:29entered
17:29paramilitary
17:30groups
17:31that

17:32in the
17:32streets

17:33attacked
17:33leftists.

17:35treated
17:35politics
17:36as
17:36another
17:36battlefield.

17:38had
17:38trained
17:39them

17:39solve
17:40conflict
