01:40Your economy, already on its heels, is going to be throttled, even decimated, by cutting off the flow of
01:50revenue from purchases of Russian oil and gas. These sledgehammer sanctions and tariffs will stop
02:00all who are complicit in this murderous, criminal war of aggression against a brave, free people. And we
02:09say to the people of Ukraine, we are with you. We will stand with you. We will provide the arms
02:15that are
02:15necessary, but we will begin today by imposing sanctions that help you win the peace. These sanctions
02:27are the most consequential that have been imposed on Russia's financial institutions, its industrial base,
02:37countries, its shadow fleet, and all who continue to enable Russia's reign of terror since the beginning
02:44of this war. They will be in force. For the first time also, the United States imposes meaningful
02:52consequences on the world's largest purchases of Russian oil and gas, constraining authority, the five
02:58largest of them, and imposing those kinds of constraints by cutting off the lifeblood of Russia's war economy.
03:10This bill is about changing Vladimir Putin's calculus. Every barrel of oil that goes unsold, every dollar
03:18denied the Kremlin makes it harder for Russia to finance its reign of terror, which every night Ukrainians
03:27endure killing civilians. Putin's targets are hospitals, schools, apartment houses, civilian targets,
03:39and these sanctions and tariffs will aid in stopping them. Now we need to go to the House.
03:49We recognize the work that lies ahead. This bill is the bill that will pass.
03:58It's the bill that will be signed by the President. He supports it. It has taken some time to gain
04:06his
04:07support. But now that we have it, we need to move forward as quickly as possible to make sure we
04:15stand
04:16with the people of Ukraine.
