00:35Kentucky Senator Rand Paul has emerged as one of the most prominent opponents of the tariff proposal,
00:42warning that punishing countries like India and China could ultimately hurt Americans more than Russia.
00:49The issue is tied to the Lindsey O. Graham Sanctioning Russia Act of 2026,
00:55a sweeping sanctions proposal aimed at increasing pressure on Moscow over the war in Ukraine.
01:01At the center of the controversy is a provision that would allow the U.S. president to impose tariffs of
01:08up to 100% on goods from major buyers of Russian crude oil and natural gas,
01:14or countries accused of helping evade sanctions.
01:18And that could put countries, including China and India, directly in the crosshairs.
01:24India is now one of the world's biggest buyers of Russian crude, second only to China,
01:30with purchases increasing as global energy markets have been disrupted.
01:34But Rand Paul says using tariffs to punish India is the wrong strategy.
01:39He has described the proposal as the economic equivalent of shooting ourselves in the foot.
01:45And his argument is straightforward.
01:47100% tariff may sound like a penalty on foreign countries,
01:51but American importers, businesses, and consumers can end up paying much of the cost through higher prices.
01:58Paul has warned that the economic impact could run into hundreds of billions of dollars,
02:04potentially raising the cost of everyday goods for American families.
02:08But there is also a bigger geopolitical concern.
02:11Paul argues that Washington is trying to strengthen its relationship with India
02:16as part of its broader strategy to compete with China.
02:19So, according to him, imposing massive tariffs on India could be completely self-defeating.
02:27Instead of pulling New Delhi closer to Washington,
02:30he warns the policy could push India even closer to Russia and China.
02:35And this is where the debate becomes much bigger than tariffs.
02:39Supporters of the sanctions plan argue that countries purchasing Russian energy
02:44should face economic pressure if Washington wants to make Moscow pay a higher price for the Ukraine war.
02:51The legislation has already moved forward in the Senate with strong bipartisan support,
02:57including a major procedural vote.
02:59But Paul has pushed amendments to remove or limit the broad tariff authority
03:04while also criticizing Congress for giving the executive branch too much power over trade.
03:10Democratic Senator Ron Wyden has also raised concerns about the sweeping presidential tariff authority
03:16and the possible economic fallout.
03:19Importantly, the bill moving through Congress does not automatically mean these tariffs will immediately take effect.
03:26Presidential action would still be required, and the framework could include waivers.
03:32So the central question now is this.
03:34Can Washington pressure Russia without damaging relations with major partners like India,
03:41raising prices for American consumers,
03:43or strengthening the very Russia-China partnership the U.S. is trying to counter?
03:49Rand Paul says the answer is no,
03:51and his warning puts a major spotlight on the economic and geopolitical risks of the proposed 100% tariffs.
