Should restaurants be required to provide free drinking water to customers? The Galen Centre for Health and Social Policy is urging the government to make free drinking water a condition of licensing for food establishments, or maybe even introduce legislation mandating such. But would a policy like this change consumer behaviour, or is the challenge much bigger than what's on the menu?
