You need to have level 10 fishing skills with Advanced Iridium Rod. You also need to purchase both Trap Bobber and Lead Bobber to facilitate fishing from Willy's Shop at Pelican Beach. Now head to the southeast of Stardew Valley (Pelican Beach), and travel southwards to the left where you can see a wooden bridge that looks like a jetty connecting you to Willy's Shop.
