Akbayan Party-list Rep. Dabah Kiram Ismula filed House Bill No. 10099, which aims to abolish the current Article 266-C of the Revised Penal Code, which removes criminal liability of sexual predators if they marry their victims or if the survivor "forgives" the perpetrator.

In a statement, Ismula said on Sunday, July 19, that rape is a serious crime, and marriage should not protect the rapist from escaping prosecution, and let the victim suffer for a lifetime.
