Changes to law may mean misconduct proceedings do not go ahead

00:03Sergeant Blake was still due to face misconduct proceedings, but Watchdog, the Independent Office for Police Conduct, or the IOPC,
00:13as it's also known, paused the process while it waited for government regulation changes to be published.
00:20On Wednesday, it said it believes the misconduct proceedings should not go ahead and will consult with the Carver family,
00:28who will still have the chance to argue there are exceptional circumstances which mean that they should.
00:35Mr Carver's family said the IOPC approach makes it near impossible to successfully argue that the misconduct process should proceed.
00:45The family also called for the inquest into Mr Carver's death to be resumed as soon as possible, something which
00:53is currently being considered by a coroner.
00:55After Sergeant Blake's acquittal, then Home Secretary Yvette Cooper vowed to raise the legal test used by prosecutors to determine
01:04whether to bring charges against police officers over the use of force.
01:08On the night Mr Carver died, police had followed the Audi that he was driving because it had been linked
01:14to three previous firearm incidents in the space of five months.
01:19They were not aware of his identity at the time, but Mr Carver was a member of one of London's
01:24most violent street gangs.
