03:16I am calling for the construction of a new Venezuela.
03:18It is not about infrastructure only.
03:23It is about building the new being, the new Venezuelan, since from the solidarity,
03:32from the understanding of the other, from humanity.
03:37This is the new Venezuela that we have to build together in a national union.
03:44And here we are delivering construction materials.
03:51I am going to salute the brigades, the workers who are there, up there rebuilding our buildings.
04:01And they are giving their homes back to those who were affected by the double earthquake.
04:08We are delivering the material.
04:13Because of a technical plan, we have to have this, Venezuela is a seismic zone.
04:23And we have to manage all of our constructive plans with the technical assistance so that we do not put
04:35lives and families in risk.
04:38This technical plan has a technological platform, also a technological information centralized system.
04:49And all this technology will be required for any reconstruction, any rebuilding.
04:56So we are going, with this platform, we are going to articulate the building presidential commission and the higher state
05:09for the camps and temporary dorms.
05:14Because we do not only have to attend those who lost everything, they lost their loved ones, they lost their
05:24homes.
05:24But we have to project and construct a future.
05:27We are working on that.
05:28We are asking for help from countries who are also seismic countries, such as Japan, Peru, and Chile.
05:37We have contacted their government so that we have specialists that allow, together with the presidential commission,
05:47to verify what structures are in yellow color.
05:53That means that they need readjustments, but the structure is not compromised.
05:58Now, the color red needs another kind of treatment.
06:02But we are going to use the colors of the traffic lights so that some people can return to their
06:09homes.

06:15The first one is for La Guayra State, where the governor of the state is there.
06:23We express our condolences to the governor because most of his staff died in the earthquake in La Guayra.
06:34I cannot stop transmitting my condolences for this tragedy.

06:43I know that you are working on transforming this morning into work, because you have been there.
06:50So we want us to go to Las Brisas residential area, where we are going to work on 20 buildings.
06:59I am going to greet Mayor Zulbaran, who is commander of our Bolivarian National Guard,

07:53In this residential area, I am here accompanied by the popular power of the army,
08:00and the ministry of construction under the minister Garces has evaluated that 20 buildings are in the green color.
08:13That means that we are talking about immediate reconstruction, which will supply living apartments, living buildings,
08:26for those who are in temporary camps, but they can return to their houses safely.
08:33In La Guayra, we have built a team of engineers who have checked over 1,000 buildings,
08:45and 65% of 10 do not present structural damages.
08:51That is, 427 buildings are in the green color, and 303 are yellow color.
08:59That is 67%.
09:01Under your guidance, we have talked to the construction teams,
09:08and in the Orimare residential area, we have a construction camp from the Ministry of Habitat and Building,
09:21and many of our teams are working there in order to build everything that has been authorized already.
09:28In the airport zone, we have 128 workers, 30 people from the militia working.
09:38And in La Lucia, which is a residential area that had been damaged,
09:45we are rebuilding and working there because everything together, everything is possible.
09:51In Catia la Mara also, in the Suplet parish, there is also the army in Ana Maria Campo residential area.
10:02So we are in accelerated, in record time, we have had an answer, a reply from all this campaign.

13:31As you instructed, we have been superversing all the states under the decree of National Domestic Emergency.
13:43We have several professionals in structural engineering who are working with the international method,
13:52which has been validated in Venezuela since many years ago, in order to study whether the buildings can be lived
14:00in or not.
14:02If they can be lived in, they are assigned color green.
14:06If not, they can have two tags, either a yellow one or a red one.
14:12The yellow one means that the structure has some damages, light damages, but the walls or the building is not
14:22safe.
14:23But the red tag means that the damage of the building can compromise the lives of the inhabitants.
14:35So the red tag doesn't mean that the building is going to be demolished.
14:42But we are going to have a more profound investigation on the site.
14:47And also we have international staff who have come here in order to assess it.
14:53Yes, we actually are together with them in order to create a method, in order to create protocols on the
15:03basis of countries who have lived seismic tragedies.
15:08As you said, the yellow case, I mean, if the structure doesn't have a structural damage, we are working on
15:18the structural issues.
15:21We are rebuilding the structural, addressing the structural problems so that the people can go back to their homes.
15:31As you know, Mexico is a country with a seismic experience and also great capacities.
15:41I want to thank President Shambo for the sending of the rescue team.
15:47They were so important in the searching and finding of victims in our country.
15:54Now what we need is technical support.
15:56We need an international technical support in order to update the protocols for the buildings in the future.
16:05The minister of housing is here with us.
16:12So we're going to start with projects of housing so that the people in the temporary camps have a house
16:19to return to.
16:21We have to have hope.
16:23I know that many people have lost hope, but you will have your hope when we deliver houses for the
16:35people who have lost their houses during the seismic tragedy.
16:39We're going to go to Arawa State with Governor Sanchez.
16:45We have been in contact with the Governor because of the tragedy.
16:50The double earthquake affected many buildings.
16:56We're going to go to San Incidro Center where over 80 families were affected.

19:43Johanna Sanchez, and her team, and Mayor Morales, and also with a team of engineers,
19:51we have been working and attending the call from these neighbors.
19:59I am the spokesperson of over 80 families who work here.
20:06We have been affected in our infrastructure.
20:08But thanks to your immediate support and instructions and responsibility, this government has been working with us all the time.
20:21This is not a lie. I am not an influencer.
20:24I am just here as a spokesperson of a reality, a reality that we are living, that we are seeing.
20:33We are being given all the training in order to have the company and the assessment in order for the
20:42people to return to their homes.
20:44We have so many things to do in this residential area.
20:48We need impermeabilization work and taking advantage of this channel.
