00:54And then there are areas where it is probably not as cost effective to do so

01:01Europe is unlikely to be able to spend the kind of money or time to build a world class foundry
01:07Like TSMC or Intel
01:08But what they can do is make a very friendly environment for building data centers in Italy
01:15In Europe
01:17Push the companies that are building to allow local sovereign control of that infrastructure by European countries
01:25And then really in my mind lean into open source software
01:28So owning models, owning data sovereignty and owning the controls of that infrastructure from software standpoint
01:36To ensure that there is no external kill switch
01:39There is no ability of a foreign nation to turn off their access and their sovereignty
01:44And then Europe is able to then control their destiny and build on top of it from an AI standpoint
01:50Where exactly is Europe falling short today from your point of view?
01:55Is it a lack of capital, a lack of ambition or coordination?
02:00So I think it's a combination of all three
02:02As I mentioned a little bit ago
02:05I don't think that there is necessarily a willingness to spend the type of capital
02:10That would be required to build say a frontier lab that rivals open AI or Anthropic
02:16Or to build chip fabs that would allow them to compete with say Nvidia TSMC
02:22And groups like Huawei
02:26Now that being said I do believe that there is a low cost way to do this
02:32And it really comes down to being very disciplined and focused on data sovereignty and the software layer
02:40And so I think there is generally an unwillingness or a hesitation to allow large scale development
02:47And so I do think that what Europe needs to do is build a lot of data centers
02:52Build a lot of local sovereign infrastructure that the countries have control over
02:56That the countries have a say in
02:58And then coordinate amongst themselves to make sure that the software layer is owned and controlled by Europeans
03:05So from your point of view, what concrete steps should Europe take over the next, for example, five years
03:12To close that multi trillion euro gap?
03:16So the first thing I would do is make a huge push on local sovereign physical infrastructure
03:24And I think that starts with making it easier to build
03:26And I know there are concerns around sustainability, concerns around energy, concerns around aesthetics
03:32And I think all of those are addressable problems
03:35If you make it easier to permit, easier to build
03:38And simply require foreign companies or domestic companies to bring their own energy
03:43Build wind turbines, solar power, in order to power these data centers
03:47I think you could have a huge construction boom in Europe
03:49That would allow you to own and control the physical infrastructure layer
03:52From there I think Europe needs a concerted plan to invest in open source software
03:58And local sovereign control
04:00Now that does not need to be just European companies
04:03But it does need to be products and services on the software side
04:08That are strictly and exclusively controlled by Europe as a whole
04:13So that there is no foreign dependency
04:15And that is where companies like CIQ can be helpful
