00:29as well okay hello red stage how are we feeling after lunch good yeah awesome okay well we're
00:46really happy to be here because as you can see there is one two three four women on the panel
00:51make some noise and they are all extremely brilliant as you can see their bios right there
01:02she's all right she's all right though right well let's get into it then for years we know everyone's
01:08been talking about the climate or trying to trying to get some action before it was about prevention
01:14today the conversation has shifted to adaptation redesigning the infrastructure our public space
01:21spaces entire urban systems for the conditions that they were never built to withstand and as
01:29people have increasingly been able to take a choice especially if you think about the pandemic where did
01:36you live did you go to work did you stay at home working in your pajamas perhaps so the question
01:42is increasingly becoming simple if a city isn't working for the people who live in it what will
01:48you guys do if you can at least you will move you will find somewhere better somewhere that suits
01:54your families suits your individual purposes suits your lifestyle well to explore the challenge of
02:01adaptation i'm joined by as i said three amazing women again round of applause for them
02:06we have mariluz godineau from buick we have lenaic lenaic yes all the names are very french and i'm
02:17typically british so i apologize in advance so lenaic pinot from jose deco and helen chartier from
02:23c40 cities or c40 cities welcome to you all it's such a pleasure as i said to be not only
02:29on a stage to
02:30share the stage with you all but to be on a stage with women talking about something that is hugely
02:35important adaptation of our cities so helen i will start with you first and just to say when we speak
02:41we need to really push the microphones up to our faces so the audience can hear us very well so
02:46as i
02:46said a little bit in the intro when the when we had the chance to act on the climate we
02:52still haven't
02:53done what we need to do so now adaptation has become urgent especially in urban centers in big cities
03:02like the one that we're in today the cities that we live in they're not designed for the future and
03:07they're
03:07definitely not designed for the current circumstances that we're living in we can see when we all walk around
03:12when we get out of this building what happens to us we're hit with that heat right so fundamentally
03:17how does adaptation force us to rethink cities and talk to us a bit about um the work that you
03:24do where you are
03:26yeah thank you very much for this question and allow me very briefly to present who i am i'm
03:31milane chartier i'm the director for urban planning and design at c40 and c40 is a global network of
03:37mayors and cities the major capital the main cities of the world that are working together
03:42uh collaborating together to accelerate their their climate agenda the first things i wanted to say just
03:48to maybe set the scene a little bit is that it's very important that we don't oppose mitigation to
03:55adaptation they are the two legs of the same body of the same problem and it's very important because
04:01this is something we we hear a lot too late for mitigation we need to focus on adaptation we really
04:07don't think it's the case and i think our capacity to continue to reduce our emission there was some good
04:12news yesterday in the in the press saying that france is accelerating on on mitigation it's actually
04:18will define how much we will have to adapt so it's it's very important to to say that and the
04:24the
04:24the jack or the ipcc in english are going to release a report in the coming weeks months very soon
04:31to
04:31say cities are really where we need to focus effort local government they have the capacity they have
04:39the most capacity especially on adaptation to accelerate action and they were also saying a little bit
04:46what's going to happen a little bit more in detail so we know now it's very clear that we have
04:51already
04:511.27 increase of temperature it's done we know that the 1.5 degrees objective of the paris agreement
05:00is dead if i can say it and now we are more aiming in the best scenario we can at
05:07at 0.8 we know that in
05:09the previous decade only 10 years we have increased for almost 0.3 so it's very it's very urgent to
05:18adapt to
05:19reduce emission but also to adapt our city and i think there is a real like mayors and cities are
05:24very aware about these this information slightly good news because we need a bit of good news in our
05:31world is that the worst case scenario seems also to be uh to going far so in some way we
05:40we need to be
05:41prepared to a very important scenario we need to accelerate we know that we can have a form of cascade
05:48of risk coming uh heat draw fire fire mitigation so this type of scenario we need to be prepared
05:56uh but uh this is coming just i think we know what needs to be done it's very important there
06:03is no
06:03solutions that we are waiting we know very precisely the ipcc report is very uh precise just on a few
06:10information there buildings it's very important especially in in the global north who are looking
06:17at the existing stock of the building now developing new buildings that are net zeros that are very well
06:24insulated it's something that the technologies the constructors have done a lot of effort and are
06:28continuing but we need support to finance the scale of the of energy efficient retrofit of the existing
06:37building stock because we see a huge difference uh what it means for people who live in a in a
06:44good um
06:44in a good building in some way well efficient and people who don't live and most of the case is
06:49also
06:49the most vulnerable one so cities are really in looked for financing program like that and to accelerate
06:56and and everything and i will give some example on where the connection with ai can be super
07:01interesting the second thing and what what you are saying it's also the public space the common good
07:07of the people especially in cities that's where people eat we need that the best tool we have
07:13it's nature they they provide shade but they also a tree provide uh provide freshness natural freshness
07:20and there is a lot of studies that even show even more than when we thought better how it is
07:26important to integrated we know that between a dense city and a surrounding rural area there is
07:3310 to 15 degree of difference in case of uh extreme heat episode so uh but we don't want everyone
07:41to
07:41leave because if everyone to leave we will you know car dependency all of the problem so we need people
07:46to say the good news is that when we introduce uh green space natural based solution in cities
07:52we drop from approximately uh 10 degrees so we need but the cities have lost 30 percent of their green
08:01space in the previous uh 13 years so now there is a form of race for city to reintroduce what
08:08they have
08:08removed that's a shame but that's life to reintroduce massively uh green shade natural based solution in
08:17their city and there is plenty of example i could share but i stop here for the first question thank
08:22you so
08:22much well listen you brought up um buildings there so let's come to marry loose we know that obviously
08:28the way your your dna is in the construction sector can you talk to us a bit about what is
08:36it that is needed for
08:38the adaptation of buildings and do we need to when we plan for this uncertainty for the uncertainty of
08:45the climate future um what are we designing these buildings are we redesigning buildings or are we
08:51building new buildings i think that the the answer is not easy it depends where you stand if you are
09:00in
09:00europe of course many buildings are already there but not only buildings cities are there and yes
09:07the the the the issue is how can we adapt these uh this city this city and there you have
09:13to
09:13transform technically we know how how we can transform that the solutions are are there
09:20i think that the issue is how to scale is not one project one type of project one prototype one
09:29something big and and marvelous is how can we do that for millions of buildings in
09:36europe for example and that's a real question it's not about innovation now it's how to scale
09:42and it's not only about buildings because you say buildings of course makes the entire city
09:48uh for for for those who don't know we we are working of course on buildings but also on
09:55infrastructure on on network telco network energy system and so on and it's all of that who has to be
10:02adapted to new new conditions uh in europe floating uh sea uh rising sea levels heat uh and so on
10:13and so
10:13we have to adapt all of that and there are some some solutions for example we have we have some
10:19solutions from collas to to uh street adapt to to turn street to turn existing street in something
10:26more um more resistant to to to to this uh climate change so so the solution are there but how
10:34can we
10:35scale and i think that the regulation uh is is something important in this area but the question as i
10:42said
10:42at the beginning the question is quite different when you are in growing uh in uh in the the growing
10:48countries uh in africa in asia and so on that is not the same question because there you have to
10:56build
10:56resilience from day one it's at the beginning you have to think and then you have yes not zero
11:02building and so on so i think that the question is quite different if we are here we have to
11:07transform
11:08and there are solution we can transform offices in uh in housing we can do that we can adapt cities
11:15we can have streets with permeable pavement we have that all these solutions are there but we have to
11:21to to go more more quickly i think it's it's uh that what is important we have to upgrade our
11:31city and
11:32it's a question of mindset and spill of deployment and no more about uh innovation and perhaps a last
11:41word about in uh about the solution or existing of course we have many solutions in the big group and
11:46i
11:46discuss with anyone if you want but it's important to have an ecosystem on that and there are many many
11:53things that are explaining what we can do for example c c40 you have some some very interesting
12:00uh books who explains that and and we we uh rely on that on philippine for example on this type
12:08of
12:08thing though so uh the ecosystem is very important for example we were working with the solar foundation
12:14solar impulse foundation they they gave more than 1600 solutions were existing we can take them and
12:23put them and then the regulation could be uh really impactful to to to go quickly now before we
12:32introduce lineaic into the conversation now both of you um marie-luise and helen you both come from
12:40obviously you could say the you know non-governmental right you i mean you work with obviously mayors
12:46etc but can you give both of you just give the audience a taster because we're going to come to
12:51you and the amazing example if you haven't seen it on the show floor don't worry we're coming it's
12:55amazing but can both of you marie-luise and helen give the audience an example of the kind of work
13:01that you actually do in cities um how you do it and where you do it so helen maybe go
13:08forward am i
13:08lose i think on our side we have if i take c40 has been around for 20 years we have
13:17now all of the
13:18c40 cities they have uh integrate a climate action plan aligned with the paris agreement objective so
13:25they are still in their action on the 1.5 objective and they have a database uh also uh adaptation
13:33approach so this is done we are now a very clear roadmap with each of these cities obviously it's
13:41very different in new york because of their building stock uh their emission is 70 from the
13:47building in other cities it will be a different approach so we have defined and look with data with
13:53all of their city what they need to do in which priority where they need the money and everything
13:57now we are really working on implementation of this plan already we know that all of the c40 cities
14:05that decrease their gaj emission uh much more faster than the national so it's work and the cities that
14:12are part of our network they don't pay to be part of their network but they need to show progress
14:16they report every year on their on their progress and if they are not progressing we ask them to let
14:22another city so it's really a network of leading cities and and everything so then we are helping
14:27them to mainstream so we changing their building code changing their master plan we now look of all of
14:33the i don't know if you've ever heard but recently paris has developed the first master plan le plu
14:39bioclimatic so it's typically the type of things that we are now doing with chennai
14:44amman cape town all of the cities both on adaptation and uh and mitigation so for example cape
14:51town coastal cities we have no working with them on their coastal zoning what does that mean
14:57where you don't build anymore what miami for example has not done miami is part of c40 we are
15:02urgently working what data they need how they relocated informal settlement that are in this zone
15:07how they will develop nature-based solution to protect so all of this very deep deep implementation
15:16from policy to also specific program access to finance is something we do a lot also preparing
15:23especially in the global south helping city to prepare bankable project and then we go with them
15:29to public development bank the world bank and other we do more and more collaboration with the private
15:34sector to get the data we had a partnership with aws with other to see how we can help also
15:40the cities
15:40that struggle to get the right data to inform their decision so for example on on master plan if i
15:48continue with this example how a city can do a good master plan if they don't have the special data
15:53on landslide if they don't love the special data on flooding risk they need this form of uh information
16:01we help them on their another very concrete example on their alert uh alert uh information so how do you
16:09alert the citizen when uh heavy rain is coming how you give the information even to the poorest one
16:17in the city and how we make sure they have the information and they know what to do so all
16:21of
16:21these detailed plan that what we are doing we are almost 500 people so it's a lot of people who
16:28are
16:28working sometime embedded in the city hall to work with them and to help them to implement some of
16:33this solution and uh i have plenty more to share but it's up here thank you mary luce you'd like
16:38to
16:38add yes um there are many examples of what we can do i i uh explained just earlier that we
16:46have some
16:46specific solution for street uh street adapt from colors for example to have a street who can resist to
16:54to floating and so on so there are many solutions in terms of buildings in neighborhoods for example in
17:01green city in green city in zurich there is a very sustainable neighborhood uh delivered by
17:08reconstruction with local heating cooling system and uh electricity 20 percent of electricity
17:17predicted predicted on site we can talk about energy system for example with equance who had
17:25a very uh interesting at the system developing and installing at the system uh that is very
17:33interesting to to heat and cool entire district using groundwater so i can take many examples big
17:41immobilier the real estate developer with garden everywhere but i think that the real thing is that
17:46we have many many very interesting projects in many countries in the world what is interesting is
17:52leveraging is this solution from one country to another it's scaling because i can give a hundred
17:58of examples of very very promising project very interesting project who can improve uh the adaptation
18:06of the city but at the end you will be tired but at the end we have so many things
18:12to do that what is
18:13interesting is how can we scale and that is the question i think thank you so both of you are
18:18really
18:18facilitators and you're definitely your focus is scale so let's come to you then just say deco
18:25who knows the company who's been walking around vivotech right we know them as good yes we know them as
18:32the
18:33advertiser right yeah yes but have you the audience put your hands up if you've been on i think i'll
18:40call it
18:40floor one but the the first floor have you seen their bus shelter yeah come come okay so after this
18:49when
18:49you have a free moment everyone go down to the first well i'm calling it the first floor but the
18:54the one at the bottom and you will see go find jose deco's bus shelter you will be marveled so
19:01obviously as we
19:02were preparing we spoke in advance and they were talking about a bus shelter and you you know you
19:10guys were saying you know because of adaptation the bus shelter that protects you from the rain
19:15will one day or now has to protect you from the heat but i'll leave it to you to explain
19:22what this bus
19:24shelter is because this is the future i didn't believe it and then i went down and spoke to your
19:30team
19:30and also what they also told me is you don't make cities pay for it so please explain it all
19:37for us
19:37so sure as you know jose deco is mostly known for advertising but we are also the bus shelters the
19:45street
19:45furniture and our business model is very simple advertising will pay for the bus shelter and the
19:53wall concept and what you can see at our stand is the bus shelter that we will spread all across
20:02the
20:02world and it's scalable because we can finance it with advertising and it's not one furniture one
20:11function as you said but we try to develop as many as possible options functionalities for the citizens
20:20with only one items for instance when you are waiting for the bus shelter we have a cooling system
20:28in order not to suffer from the headbreak that you can leave right now i think in paris but you
20:35have
20:35also some information with some paper screen or digital screens you have also some alert system in terms of
20:45security but you have also health properties like defibrillators so we can save life also with one unique
20:53item a bus shelter and what is important is that we don't start from a blank page because we have
21:01already
21:02a huge footprint in all the cities in more than 79 countries across the world so we have a lot
21:11of street
21:11furniture and our aim is not to build new street furniture not new bus shelters but really to build on
21:19the
21:20existent one and to add some new functionalities and this is circularity because we can reduce the use of
21:31raw materials what it means is that we can reduce by more than 70 percent the carbon emission of a
21:39recycled bus shelter in
21:40comparison with a new one and we also reduce waste around 50 percent so this is not science fiction
21:48it's really happening right now in cities and what we are trying to do is to offer as many services
21:55as
21:56possible finance with advertising so without any impact on citizens budgets
22:04that's really amazing i think that deserves a round of applause come on guys it's a bus shelter that's
22:09doing so much more
22:12and i think what's really fascinating um about the bus shelter when i was speaking you know to your
22:18colleagues downstairs on the first floor guys go go um was that it's a cooling system so
22:23where if we think about all of our cities now we're in paris whether you're in london
22:27wherever it is we're having these extremely hot summers now yeah whether it's for a week or a few
22:32days as the uk summer always is um in paris i think it's it's it's a lot hotter for a
22:38longer period
22:38but you know as an individual you might start thinking well maybe now i need to have an ac should
22:44i get that built into my house into my flat however i live but what's interesting about the functionality
22:49of this bus shelter it's an air cooling system it doesn't have an ac can you take a story i
22:53think it's
22:54cardboard water and a fan how does that work well it's it's working um with also some solar panels
23:03that can help to provide enough energy to make it work and it's it's really a new technology in order
23:10to decrease the heat below the bus shelter when you are waiting and what we think at gcsdoko is that
23:17we make it worse if we are all deploying air conditioning in our flats so we need to build on
23:24the existing infrastructures the public area to offer as many as possible services and so for us
23:32it's really a societal choice before a technical choice so it means that we really need to
23:41do the best we can with existing infrastructures so that's why this prototype that you have seen
23:49really embed all the technologies but at the end of the day we have all the power the choice
23:56to make in order to reduce the heat in our cities by investing all together in the public area rather
24:05than the private ones and this is very important and that's why we we favor renovation and reuse instead
24:13of new materials and we turn our bus shelter into passive or low energy cooling into shaded waiting areas
24:24and into measurement tool because we had also some sensors in order to provide data information for cities
24:31about temperature about air quality and we can also communicate as helen was saying if we have some
24:38climate risk so help also the citizens to be prepared in case of extreme climate weather or situation
24:49i just want to say i hope the audiences are joining the conversation because you know what i'm hearing on
24:52stage
24:53is a lot of positivity i would say or solutions based because a lot of the conversations that people
25:00have about the climate it's about the lack of action you know getting stuck somewhere um so helen you were
25:06talking as well about the innovations we've spoken about you know the innovation of the bus shelter
25:10but where does you know since we're also at vivatech where does the ai aspect or innovation come in
25:15when we're thinking about adaptation thank you i would like to organize my response in three parts i think
25:21the first part is example of how you know it has been deployed like like the one in cities led
25:27by city
25:28another things about just the difficulty city face to scale and to use this innovation and because i
25:36think that's where we need to focus and also maybe also focus on some bad example because it's also
25:42important to say that sometime and and also make sure the technology is also always contributing to the
25:48the good but let's start with a good example i would like to say for example a city like copenhagen
25:52in danmark have used have developed a lot of now a lot of their park is a reservoir so it's
25:59a park with
26:00basketball and all of the things that have a good park but when there is heavy rain it become a
26:05reservoir
26:06for water and it will channel all of the water in their park to avoid that the street and the
26:11housing become
26:13flooded and on this they have deployed sensor so they know they track the heaviness of the rain they
26:19track the level and basically it's automatically change close some gate and everything to create
26:25these these reservoir that are going it works very well and now we are helping other city to deploy this
26:32type of solution another example los angeles or even amman are now really partnering with some of the
26:40of the digital company to have a very detailed uh special plan on urbani thailand and not only on
26:47existing but on the future and a form of modelization so you were mentioning how do you design the street
26:54what material you will use what where you will develop your greening so you can reduce urbani thailand
27:01that can sometimes be very localized in the city so some of the city are getting this info singapore is
27:06probably one of the most well-known city to have developed digital twins and everything one of the
27:11things they have done new york is doing something similar it's to use in infrastructure technology
27:16and data to identify what building building by building they know exactly which building are the more
27:22energy inefficient and they have crossed if i can say that this information with also the social
27:28vulnerability of the people to identify where they need to invest first where they need to find the money to
27:35say this building is at super risk that's where they don't have the money for everything but they
27:39have a very done through these these uh technology a form of priority and they are planning uh their
27:47intervention like that a city like melbourne in australia with one of the most advanced city on natural
27:52base solution entry they have now developed thanks to uh uh this type of uh technology a very detailed
27:59inventory of each of their tree and they are measuring the health of each of their tree in life
28:06to make sure they are maintaining well and they are developing a tree and everything i could provide
28:11a lot of example like that but i think what is interesting that i don't know if you have heard
28:15but
28:15all of my example are are global north and that's a real problem because what we are facing is that
28:22a lot of
28:22the cities will be able to invest will be able not only to have the partnership but to have also
28:28the
28:28people in their city who are trying to discuss and to develop but there is plenty of cities that will
28:33be
28:34stay on the side of the road so we need also a form of partnership with the technology to have
28:39to
28:41to give this data for free to give this information for this tool for free so they can also have
28:47this
28:47information and tool to plan and everything it's also very important because sometimes they are
28:53they are facing so many different companies that are coming to that that they don't know they don't
28:58know they are coming to us about which one is good where so we need also to partner with network
29:03like c40
29:03other to help the city to navigate in this giant revolution of technology for them to invest if they
29:11have a bit of money to invest in the right tool to have the right people in their service to
29:15be able to
29:16to discuss and everything and that's a very big gap today in the city and we are trying to help
29:20and the last things i wanted to say because i think it's very important bad example one of the
29:26things that is central now is data center i mean we are now we are next week is london climate
29:33week
29:34we are going to announce a pact of cities a pact of mayor for sustainable data center because basically
29:40let's be clear all of our cities they have no idea what's happening in their city they are not planning
29:45this is happening sometime within their cities uh without knowing they don't have even a category
29:51of data center in their master plan and they don't regulate the problem is that data center is heat
29:56much more heat in the city it's uh much more energy and it has created already a lot of things
30:02so it's not
30:02about fighting data center it's about setting the rules and we need a partnership and the pact that our
30:09mayors will announce next week it's also a pact from the business saying okay we will develop the
30:14because we need digital uh sovereignty all the things we know but we need to do that right and you
30:20need
30:20to give us the information to do that right and everything i want to give other two examples of
30:26technology amazing technology that arrived and that had been a disaster in the city let's be honest
30:31like everyone know about the scooter sharing and everything you know you have this new technology that
30:37arrived that will help in theory to have people accelerating their active mobility and and
30:42everything but the city are not prepared they let them arrive and then we see on the public space you
30:47have scooter dead scooter everywhere and everything so a lot of city like paris and other have no ban then
30:53so we need the city to be informed to shape autonomous vehicle could be a fantastic opportunity
31:00some city Helsinki other are testing it but only if it's helped to increase if it's not personal
31:07autonomous it's if it's only shared vehicle if it's all electric why not if it's just introduce
31:13autonomous vehicle for the pleasure of technology no so i think we need a very initial partnership and
31:21discussion between the technology and the city to shape and i think the role of network is very
31:27important because that's where mayors can be strong in the discussion with the technology and not to
31:31avoid the situation of the scooter or airbnb that like 10 years after they need to regulate after
31:38the revolution is gone so this partnership is absolutely essential so let me just quickly follow
31:44up with you um marie-lis did you want to um add something to that as well yeah go for
31:48it yes i would
31:49like to to to propose to well that we partner on data center because no way because of course data
31:56center uh can be uh something uh uh very impactful but there are solutions well and and we work on
32:03very
32:03very efficient data center if we change cooling system and so on we can have data center that are
32:09less impactful we can work on energy system on cooling system or reuse the heat of the data center
32:15within some heat network in the cities and so on and so we have solution and then it's always the
32:21same
32:22we have to to give to to the community the the knowing the knowing of this uh this solution and
32:30then
32:30to be able to propose them and to scale in this solution it's always the same because people don't know
32:35exactly what they can do uh and i think that all the actor we are designing and we are working
32:41on
32:41these type of topics and we can help and we are able to help and we are uh eager to
32:46to to to share
32:47what we are doing in terms of data center so i i think that uh we we have a stand
32:52on the third floor
32:53and on the third floor we have uh uh some some things explaining what we are doing in terms of
33:00data
33:00center in terms of port in terms of airport and so on and so you can see or you can
33:06have the the
33:07vision of the solution you can propose on that and i think please go on the third floor can i
33:13add
33:13something yes i think what is important is this interaction because mayer need to regulate to push
33:19the technology to become mainstream so it's you know and not like you have you know like good uh
33:25organization or companies that are trying to do the best but it needs to be scale and mainstream
33:30and for this you need regulation so that exchange is very important is anything you want to add to
33:36that i mean if i added another final element because we're talking about collaboration we're talking
33:40about tech we're talking about so many different shifts that need to be made um what about the
33:44societal shift of everyday people as well do they need to have that buy-in as well because you guys
33:50can innovate all of you guys on the stage will be helping to innovate helping with adaptation but if we
33:56don't buy in so say for example i use the simple example of the air conditioner we all start
34:00installing them into our houses um into where we live so how much does society need to buy into
34:06adaptation now well i think it's crucial to work together to cooperate and to work as an ecosystem
34:12and at gsego doco we want to be a sustainable partner for cities in order to promote all these
34:20innovations because we have the solutions but now we need to deploy it at scale as we said but the
34:28the issue is also the lack of willingness the lack of desirability about all these new solutions sometimes
34:37because what we can see within gsego is that half of our tenders that we are answering worldwide
34:44they do not allow us to deploy refurbished assets they are asking for new ones and this is exactly
34:52what we need to change because at the end of the day this will have a strong impact on the
34:58carbon
34:59emission for the cities the quality of life for our citizens so more than ever we need more regulation
35:06i agree with you and this is exactly what we will have in france with la loi climat resilience where
35:12we will
35:12have all the public tenders embedded esg criterias into the selection of public items public services but this
35:22is not the case everywhere so we need to push for a stronger regulation but also the citizen can ask
35:30for it
35:30because at the end of the day the citizen won't ask what is the adaptation plan for my city but
35:37can i
35:38live in my city my kids will they be able to breathe am i being able to wait for my
35:44bus with some shadow
