FIFA is introducing a wave of brand-new football rules, from 5-second countdowns to instant red cards for covering your mouth. But do these strict changes actually fix the sport's biggest issue, or will they just create more chaos and inconsistency?

00:00FIFA's new rules miss the biggest problem with football, and here's why.
00:03A massive spanner has been thrown in the works for this summer's World Cup with a wave of brand new
00:08rules,
00:09some of which are pretty ridiculous.
00:10We're talking about a five-second countdown to police goal kicks and throw-ins,
00:15one-minute penalties for an oncoming player if the player they're replacing doesn't leave the field quick enough,
00:20and even crazier, you now get an instant red card if you cover your mouth with your hand or your
00:24shirt during an argument on the pitch.
00:25But, strict stopwatches and bizarre penalties completely ignore the sport's actual crisis.
00:31Consistency.
00:32These rules look neat and tidy on a spreadsheet, but they're a nightmare to enforce in real time.
00:37The context changes, the state shift, and everything is still completely open to refereeing interpretation.
00:43One minute you're punished, the next you're not.
00:45In short, my prediction for how these rules will go down sounds something like a Genaro Gattuso press conference.
00:50Sometimes maybe good, sometimes maybe sh**.
